Our Chocolate Bayou plant located in Alvin, TX has a Turnaround Manager role. This position provides leadership to organize essential resources, develop work scope, procure materials, select contractors, develop cost and schedule plans in the successful planning and execution of plant turnaround. The Turnaround Manager is responsible for integrating planning requirements, systematic execution of work scope for the maintenance, capital projects, operations, engineering, safety, and other plant functions. The Turnaround Manager ensures teamwork and cooperation among all turnaround participants.

KEY RESPONSIBILITIES
- Provide leadership and guidance to the turnaround team and all the participants during the planning and execution phases.
- Ensure that safety, environmental compliance, mechanical integrity and operational reliability remains the key focus during turnaround planning and execution phases
- Facilitate in the development, communication and achievement of turnaround goals and objectives.
- Ensure the staffing of the turnaround team with qualified and experienced staff.
- Ensure teamwork among all participants through all turnaround phases.
- Ensure the timely and complete development of turnaround work scope that is essential to meet the turnaround goals
- Facilitate all meetings and communications for work scope development, and schedule development.
- Ensure all engineering and design for the capital and expense work is completed on time.
- Facilitate all activities related to contracting strategies, contractor selection and contract management.
- Communicate all expectations to contractors and monitor their performance to assure a successful turnaround.
- Ensure accurate check estimates and control estimates are developed for efficient and accurate tracking of cost performance and forecasting.
- Provide input to the Turnaround Steering Team about the planning and execution status of the turnaround
- Manage all day to day activities to ensure the completion of all planning functions and successful integration of all project and maintenance work.
- Ensures all roles & responsibilities documents are up to date and have been communicated to each member of the Turnaround Management Team (TMT) & Turnaround Planning Team (TPT).
- Ensures that all required resources are supplied to allow for timely and proper turnaround planning efforts to take place.
- Responsible for identifying and removing roadblocks to the TMT and their efforts.
- Establishes a clear ta organizational structure which is published and legible to the entire site.
- Is the focal point to manage the TMT Action Item list (updated and reports published).
- Fosters "Team Environment Approach" and develops team members skill set.
- Looks for improvement possibilities from inside & outside the organization both in process & personnel.
Planning Phase
- Facilitate Turnaround Strategic Planning to focus on the critical/risk issues and success considerations.
- Facilitate in the development of quantifiable turnaround goals and communicating them to all the turnaround participants.
- Ensure the development and implementation of the “Plan of the Plan” identifying all the steps to effectively and systematically plan the turnaround.
- Develop and maintain a Turnaround Management Plan, which includes all the turnaround planning, organization and execution issues specific to a turnaround.
- Ensure clear roles and responsibilities are communicated to people assigned to the turnaround.
- Ensure the timely development and finalization of the turnaround work scope per the scope freeze date.
- Ensure all turnaround work including capital projects are integrated into one overall turnaround plan.
- Assist in the selection of all vendors, repair shops, service providers and support services required to support the turnaround.
- Ensure in the development of comprehensive and efficient Construction Equipment Plan and associated rigging plans for heavy lifts.
- Ensure in the procurement of all long-lead, fabricated and bulk materials.
- Guide in the implementation of contracting strategy and in the selection of contractors and their management team.
- Ensure the development, communication, and management of all turnaround procedures.
- Develop an Organization Chart for the execution phase and ensure the timely deployment of qualified resources.
- Ensure a detailed Logistics Plan is developed to ensure safe and efficient movement of all people, equipment and storage materials.
- Conduct orientation and alignment sessions to communicate all the turnaround plans to the execution staff both from the owner and contractors’ organizations.
- Chairs and leads TMT in regular meetings and guides them through implementing the TA Process using TMT Deliverables Dashboards and Detailed checklists as key tools.
- Establishes and maintains the TMT Deliverables Dashboards.
- Ensures that the TPT is being properly managed and that TA Detailed Checklists have been issued to all TPT members.
Execution Phase
- Ensure that safety and environmental compliance remain the key focus during turnaround execution.
- Monitoring overall status of the turnaround to assure early recognition of any major deviations or problems that need to be addressed.
- Implementation of logistics plans to ensure smooth execution and ready availability of support services.
- Oversee the execution of the turnaround logistics plans and checklists.
- Approve the daily/weekly manpower, overtime, and equipment requirements.
- Ensure all discovery work and work scope growth get proper review and approvals prior to inclusion in the overall turnaround work scope.
- Facilitate daily progress meeting in order to convey and share turnaround progress status with site management and other company staff.
- Ensure that all increases in the scope of work are reconciled with the approved turnaround budget and schedule.
- Ensure proper punch list and PSSR procedures are followed prior to transfer of completed facilities to operations for commissioning and start-up.
- Ensure all inspections and testing are completed prior to closure of all vessels, drums and equipment.
- Work with Operations as needed to ensure the pre-commissioning checklist has been completed prior to any unit or system start-up.
Post Turnaround Phase
- Ensure safety remains the key focus as mechanical activities are completed along with the operating facilities.
- Review equipment repairs / inspection records as developed by the Inspection Department to help in the proper development of work scope for next turnaround.
- Conduct detailed post turnaround evaluation with participation of key participants.
- Ensure timely closeout of purchase orders / work orders.
- Ensure timely return of all tools and construction equipment.
- Facilitate post turnaround critiques and performance evaluations with each contractor and vendor
- Ensure that all the turnaround close-out reports are completed within 2-3 months of turnaround completion.
- Develop a plan to implement recommendations for improving performance of future turnarounds.

REQUIRED EXPERIENCE
- 10+ years in the chemicals, petrochemical or manufacturing industry
- 7+ years of experience managing Turnarounds, Outages and/or Capital Projects, and the Capital Project planning process
- Proven people Leadership Experience
DESIRED DEGREE
- Bachelor’s degree in engineering (Civil, Chemical or Mechanical) preferred
