The Open Systems Solutions department is looking for a Program Chief (Technical Program(s) Manager) to join our team as we provide technical excellence in the rapidly growing Open System Architectures market for the Department of Defense (DoD). Open System Architectures are an emerging set of Industry-wide requirements intended to standardize hardware and software interfaces for data systems (communication, sensor, or other mission data) such that new and emerging capabilities can be very rapidly developed and deployed. This role may have direct customer and end-user interaction and will involve coordination across development teams and stakeholders.

What You Will Do:

  • YOU will lead and support systems requirements, system level designs, qualification tests, and system level models using Model Based Systems Engineering (MBSE)
  • YOU will lead and participate in bid and proposal efforts, including estimating, bidding, narrative writing, risk identification, and technical leadership
  • YOU will steer the product engineering teams indirectly using strong interpersonal, mentoring and negotiation skills
  • YOU will manage project risks/issues and elevating to upper management when appropriate
  • You will review and challenge project engineers' project and budget status, schedule managements and reports
  • You will provide input to the integrated master schedule for programs
  • YOU will collaborate with Value Stream Leaders, Engineering Managers, Product Owners, Development Teams, and Customers
  • YOU will represent Open System Solutions programs at program gate reviews, monthly review meetings, and various program design reviews
  • YOU will potentially travel up to 10%

Qualification You Must Have:

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
  • Active and transferable U.S. government issued security clearance is required prior to start date
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Candidate selected will be subject to additional government security investigations and must meet eligibility requirements
  • Experience in project management and systems engineering
  • Experience in the development, design, and architecture of military systems. This includes planning, leading, and executing the development of systems requirements.
  • Strong communication skills, experience presenting to program management or executive leadership, able to tailor the message for audiences with various backgrounds and experiences

Qualifications We Prefer:

  • Existing SAP and/or TSSCI clearance preferred
  • Experience with independently leading and supporting technical meetings with customers, teammates, program management and leadership
  • Experience with the Collins Management System
  • Experience in data analysis, interpretation of the results, and identification of corrective actions and experience testing and monitoring Key Performance Indicators (KPIs) and/or Technical Performance Measures (TPMs)
  • Experience with systems modeling and simulations and experience with MBSE Tools, specifically Cameo
  • Demonstrate leadership by example, building trust and inspiring people through a shared vision where people feel valued, empowered, and fulfilled
  • Ability to build confidence with customers, engineers, technicians, program management, and product line management to achieve program and business objectives
  • Experience with bid and proposal efforts, including estimating, bidding, narrative writing, risk identification, and technical leadership
  • Development of integration, verification, and validation planning documentation of integration and test plans, procedures, reports, status reports, and other related documentation
  • Experience with agile development, including project estimating, reporting, and backlog management
  • Experience collaborating within a multi-disciplinary project team

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
