Raytheon is seeking an experienced Operations & Supply Chain Manager (OSCM) to support the Radio Frequency Solutions (RFS) product line. The RFS product line includes development, transition to production and production franchise programs supporting Army, Navy, Air Force as well as international customers with significant importance to the Advanced Products & Solutions (APS) future growth. In this role, the OSCM will need to be a strong leader with demonstrated project management skills and be directly accountable for ensuring overall proposal success and supplier performance. This is an individual contributor role, but you must be able to exert influence and influence the overall objectives and long-range goals of the program and/or Integrated Product Team (IPT). The OSCM must be a self-starter, capable of developing and achieving organizational and program objectives, and must be able to successfully interface with all levels of internal management, including supplier management.

The OSCM will serve as the leader for assigned program supply chain proposal and supply chain activities acting as the liaison between functional leads and the Operations & Supply Chain organization. The OSCM is also responsible for the development, coordination and execution of all program material strategies, supply chain objectives and enterprise objectives. The OSCM will work closely with Engineering, Quality and Operations to create winning proposal strategies. Responsibilities span from the front end of the business Supply Chain activities through contract closure. The OSCM must be able to influence the overall objectives and long-range goals of the program and the IPT team. The OSCM shall have proposal, financial, contracting and negotiating experience and have had project management responsibilities.

What You Will Do

  • Support program capture efforts in leading the Material Estimating organization to get compliant material pricing submittals and developing BOE’s (Basis of Estimates) for OSC support labor
  • Create, manages and executes Material Program Strategy and the Material Program Plan to enable execution of program competitiveness and performance
  • Provide comprehensive Supply Chain support for Gates 0-11 activities
  • Monitor and proactively address performance and financial metrics including those related to cost, schedule, quality, and EVMS
  • Develop and execute risk/opportunity plans to meet program objectives
  • Support the development and tracking of budgets, targets, working capital, initiating and maintaining accurate sales forecasts, short-range outlooks (SRO), material EACs, sales and Annual Operating Plans (AOP)
  • Overall ownership of the supplier management process including supplier performance, OSCM metrics, international issues, Make/Buy Where strategy, strategic agreements, etc

Qualifications You Must Have

  • Typically requires a Bachelor’s and a minimum of eight (8) years prior relevant experience, or an Advance Degree in a related field and a minimum of five (5) years’ experience.
  • Experience in finance, cost estimating, or supporting /leading proposal efforts
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Qualifications We Prefer

  • Experience collaborating with the Subcontracts to develop Supplier Statements of Work (SSOWs) and Task Descriptions
  • General understanding in managing technical requirements to a schedule and budget
  • Experience with SAP
  • Working knowledge of USG acquisition laws & regulations (FAR/DFARS, ITAR, EAR)
  • Able to coordinate strategies and manage tactical execution
  • Experience with supplier management
  • Strong written and verbal communication skills
  • Experience making presentations to key stakeholders
  • Experience interfacing with all levels of internal management
  • Experience working in an IPT environment
  • Experience with MS Office products (Word, Excel, Power Point, etc)

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
