Responsibilities:
This Manager position will be responsible for leading a team of individual SCAs and SCMs, a group of individual contributors accountable for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development through the solicitation, negotiation, award, cost and schedule management, subcontractor execution, and closeout steps.
At SNC, the Subcontracts function covers a variety of customer segments, including the Department of Defense (DoD), U.S. Federal Government, Commercial, International Governments, and Commercial. We support an incredibly diverse landscape of technologies, development, production, technical & professional services, sustainment, and repairs. Subcontracts leverage various subcontract types (i.e., firm fixed price (FFP), cost reimbursement (CPFF, CPIF), time & material (T&M), etc.) to best manage risk for SNC and our Primes.
Responsibilities include:
Team Leadership:
· Manage and mentor a team of Subcontract Administrators (SCAs) and Subcontract Managers (SCMs), fostering an environment of accountability, collaboration, continuous improvement, and individual contributor development.
· Provide guidance and problem-solving on complex subcontract issues as the team’s SME. Ensure team members are trained in best practices for subcontract management, technical requirements, and compliance.
· Communicate program and team metrics to executive leadership, aligning team performance with organizational Key Performance Indicators (KPIs) such as on-time delivery and cost savings.
Cross-Functional Collaboration:
· Serve as the Subcontracts Representative for cross-functional engagements, working closely with Contracts, Engineering, Program Management, Operations, Quality, Logistics, Finance, and Regulatory Compliance teams to ensure alignment with program objectives.
· Collaborate with cross-functional groups to develop acquisition strategies for subcontractors and suppliers supporting MST programs, integrating technical, financial, and performance requirements.
· Engage with Business Development teams during proposal activities to address subcontract risks, negotiate subcontract strategies, and ensure seamless integration into prime program execution.
· These responsibilities encompass a wide range of tasks and require strong leadership, communication, and analytical skills to effectively manage subcontracts, ensure compliance, drive process improvements, and support the organization's objectives.
Auditing and Compliance Expertise:
· Ensure compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), International Traffic in Arms Regulations (ITAR), and all Prime Contract flow-down requirements across programs.
· Provide detailed oversight and guidance during internal and external audits, including DCMA Contractor Purchasing System Review (CPSR) audits, ensuring adherence to policies and procedures.
· Support procurement compliance, including technical and legal requirements such as import/export (EAR and ITAR), Technical Assistance Agreements (TAAs), intellectual property data rights, and cybersecurity considerations.
Advanced Technical Roles:
· Manage subcontractors involved in systems and sensors integration, aircraft modifications, and software licensing agreements, ensuring technical compliance and delivery against cost, schedule, and quality requirements.
· Review complex Subcontractor Statements of Work (SSOW), ensuring clarity in scope, milestones, deliverables, and quality standards. Collaborate with engineering teams to resolve ambiguity and align technical expectations with subcontract execution.
· Drive efficiency improvements and risk mitigation in subcontract management by leveraging RCCA principles and advanced data analytics tools to identify trends and implement corrective actions.
· Provide leadership and direction to incorporate Earned Value Management (EVMS) principles, identifying risks in subcontractor cost and schedule performance and implementing strategic mitigation plans.
Qualifications You Must Have:
• Typically, 8+ years of progressive supply chain experience, which includes 4+ years of management experience.
• In-depth working knowledge of Commodity, Category and Sourcing Management
• Background in manufacturing timelines and requirements
• Ability to read and understand technical requirements
• Excellent negotiations skills
• Candidate must have Supply Chain Management skills.
· Demonstrated leadership experience managing and mentoring teams or contributing to organizational development
· Comprehensive knowledge of FAR, DFARS, ITAR, EAR, and other regulatory frameworks governing aerospace and defense subcontracting activities.
· Demonstrated ability to read, interpret, and enforce complex technical documentation, contracts, and SSOWs
· Exceptional communication and interpersonal skills, with experience presenting metrics and program updates to executive leadership
· In-depth understanding of contract types (FFP, CPFF, CPIF, T&M) and their application to government programs and proposals.
· The ability to obtain and maintain a Secret Security Clearance is required.
Qualifications We Prefer:
· In-depth experience supporting internal and external audits, including DCMA CPSR audits.
· Familiarity with Supplemental Type Certifications (STCs) for aircraft and aerospace modification programs.
· Advanced experience in analyzing data, monitoring trends, and developing actionable strategies to mitigate risks and improve team performance.
· Ability to develop and implement supply chain strategies to optimize KPIs and drive ROI improvements.
· Certifications such as Certified Federal Contracts Manager (CFCM), Project Management Professional (PMP), Six Sigma, Green Belt, or Black Belt.
· Advanced proficiency with Microsoft Office tools, particularly Excel (pivot tables, V-lookup), MS Project, and ERP/MRP systems.
· Advanced experience with Price and Cost Analyses, and certified cost or pricing data requirements
· Advanced experience with presentation, communication, and interpersonal skills

Estimated Starting Salary Range: $113,428.57 - $155,964.28. Compensation varies depending on a wide array of factors, such as candidates' key skills, relevant work experience, and education/training/certifications. The disclosed range estimate may be adjusted for any applicable geographic differential associated with the location at which the position may be filled.SNC offers annual incentive pay based upon performance that is commensurate with the level of the position.
