SUMMARY
The Engineering Certification and ODA (ECODA) Program Manager is responsible for overseeing Engineering and Certification programs for ALOFT and / or for third party applicants, particularly those that culminate in the issuance of Supplemental Type Certificates (STCs). This role acts as the primary point of contact between the company and its customers, ensuring compliance with engineering-specific Statements of Work (SOW) contractual and commercial obligations. The Engineering Program Manager is tasked with managing all aspects of engineering project execution, including schedule, budget, resource allocation, and labor / material costs, project performance reporting, risk management and customer management including invoicing, contract administration, RFQ for outside service and materials vendor management and change management with minimal supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Lead and manage Engineering Projects and team members; Develop and implement project plan, including cost, schedule, and resources to satisfy project goals, including project milestones, cost targets, and product quality.
- Facilitate the communication and interaction amongst supporting organization functional representatives to ensure ECODA deliverables are accomplished within program schedule and budgeted hours.
- Define, track, and communicate key project metrics and milestones, includes facilitation of project and design reviews and participation in engineering and certification staff reviews.
- Support the Sales Department by providing engineering-related projections for schedule, cost, resources, and risks during proposal phases.
- Serve as the primary interface for Contracts and Sales throughout the engineering program lifecycle.
- Assist in developing engineering modification specifications and contribute factual input during bids and proposals.
- Manage day-to-day execution of engineering contracts, ensuring adherence to engineering standards and specifications.
- Develop and maintain comprehensive Engineering Program Management Plans, which include:
- Communication Plan
- Requirements Verification Matrix
- Engineering / Project Schedule
- Resource Plan
- Labor Burn Plan
- ODC and Outside Services Burn Plan
- Estimate to Complete and Estimate at Complete Forecasts
- Demonstrate objective evidence of percent complete to support forecasts (EVM).
- Cash Flow Analysis
- Revenue and Direct Contribution Projections
- Maintain direct communication with customers and relevant departments, ensuring ECODA-specific expectations, regulatory and cultural nuances are understood and met. Address relevant ECODA issues with all program stakeholders.
- Lead program kick-off meetings, schedule development and conduct daily and weekly project status meetings.
- Coordinate with and prioritize duties of ECODA management team concerning engineering needs.
- Develop presentations for program management reviews, including engineering schedule compliance, budget adherence, estimate to complete and at complete (ETC & EAC), projections, and labor/material expenditures.
- Ensure that design elements conform to the agreed upon written customer requirements as defined by the SOW and are developed and delivered to meet the project schedule, organization’s quality standards, and regulatory requirements.
- Ensure that engineering programs meet all necessary requirements for the successful issuance of STCs.
- Attend weekly manpower meetings to confirm engineering staffing requirements.
- Lead lessons learned meetings post-program completion to identify strengths and areas for improvement in engineering processes.
- Ensure subcontractors meet engineering specifications and SOW requirements.
- Collaborate with Certification staff to ensure compliance with FAA and international regulatory requirements related to engineering.
- Complete initial and recurrent training requirements in a timely manner.
- Perform other duties as assigned.

- Overall program oversight and indirect management of assigned team members.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skill, and/or ability required.
- Bachelor’s degree in engineering or equivalent combination of education and related technical experience.
- 8 to 10 years industry-related, aerospace maintenance, modification, engineering and / or certification experience.
- 5 years project engineering experience, coordinating and integrating multi-discipline engineering functions organized under a common project statement of work.
- Proficient in Earned Value Management (EVM) with demonstrated experience in applying EVM principles to track project performance, manage budgets, and forecast project outcomes.
- Previous experience in an aviation, aircraft modification, or engineering services environment is preferred.
- Effective computer skills; Microsoft Office, Project software and other company and discipline specific software applications.
- Must be detail oriented with the ability to multi-task, prioritize and plan work.
- Effective analytical and problem-solving skills.
- Ability and willingness to work extended hours and/or travel, as dictated by program requirements.
LANGUAGE SKILLS
- Read, write, and understand the English language.
- Ability to read, write, analyze and interpret technical procedures and manuals.
CERTIFICATES, LICENSES, REGISTRATIONS
- Project Management Professional Certification (PMP) strongly preferred.
