Collins Mission Systems is seeking a highly experienced Senior Program Manager to lead an Audio/Video Team within a complex airborne platform development and integration program in Protected Communication Systems (PCS).

This is a critical leadership role with responsibilities to lead large teams across multiple projects varying in complexity. This position provides the opportunity to direct all program phases from inception through completion. You will be responsible for developing milestones, program plans, schedules, and budgets for programs to ensure that the organization’s objectives are met. This role requires a leader with a strong command of program management best practices to enhance program execution. The leader must have an executive leadership presence, confidently lead across complex cross functional teams, foster a culture of accountability and execution excellence, and demonstrate RTX values and leadership behaviors.

The Senior Program Manager sets strategy, vision, and tactical direction and meets contractual commitments and company expectations. This role is responsible for downward communication of top-level project goals, objectives and decisions and upward communication of program performance to senior management.

The role is hybrid, based out of Largo, FL with an expectation that there will be up to 25% travel domestically to some of our core site locations.

What You Will Do:

  • Lead all phases of an airborne platform development and integration program, including successful start-up, ensuring adherence to program plans, schedules, and budgets

  • Manage the P&L to ensure profitability and sales targets are met, including management of multiple vendors

  • Deliver projects on time and on schedule through leadership of cross matrixed teams

  • Utilize Earned Value Management, including external reporting requirements, to track program performance and recommend appropriate adjustments as needed

  • Establish and maintain key programmatic metrics, define milestones and critical path, monitor adherence to program budgets and schedules, and direct work to achieve these metrics

  • Own the customer interface, fostering a collaborative "One Team" culture with the customer and ensuring exemplary standards of service and value proposition

  • Maintain strong scope change management and support negotiations of contracts, including ECP’s and REA’s, to protect the organization’s interests

  • Lead pursuit activities for competitive and sole-sources activities, including proposal preparations, contract negotiations, business plans, and operational budgets

  • Support the development of new business growth strategies, with a focus on growing the business for both existing capabilities and future capabilities

  • Demonstrate continuous improvement initiatives to optimize efficiency and quality, supporting solutions to drive increased scope and value for both our company and our customers

  • Prepare and present internal and external executive-level briefs and Gate Reviews detailing program plans, progress reports, and risks/opportunities

  • Develop and present the program Annual Operating Plan (AOP) and long-term financial outlook and commits to specific financial goals and obligations

  • Maintain an energetic and productive work force. Provide leadership to direct and indirect reports, multi-functional teams, and key partners with abilities to organize and prioritize to ensure successful execution of all commitments.

  • Ensure that functional resources, tools, and processes are utilized in a consistent way and there is effective communication across geographically dispersed team members

Qualifications You Must Have:

  • Must have a minimum of 10 years of relevant professional experience leading complex integration and development from government, defense, aerospace, or related industry

  • Demonstrated experience in Earned Value Management and P&L ownership and customer-facing program leadership experience, with excellent oral, written, and presentation skills

  • A command of Program Management best practices to enhance program execution with demonstrated experience managing and overseeing program management tools such as R/O Management, Cost and Schedule Management, Earned Value Management, and Agile/Scrum methodologies

  • Active and transferable U.S. government issued Secret security clearance is required prior to start date

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

  • Candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements

Education, Experience, Skills & Certifications

  • Typically requires University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

Qualifications We Prefer:

  • Experience with Strategic and NC3 Communications for USSTRATCOM and deployable command nodes, such as E-4B, E-6B, and/or other Strategic initiatives

  • Demonstrated knowledge of Protected Communication Systems, including Audio & Video and Wideband RF and satellite communications technologies

  • Experience managing a portfolio over $25M in annual sales

  • Experience working within an Interorganizational Transfer (IOT) structure

  • Prior experience managing people, including indirect reports through a matrixed organization ; experience establishing and maintaining key programmatic metrics, defining milestones, critical path and monitors adherence to program budgets and schedules

  • Self-directed leader capable of executing Change Management and handling ambiguity

  • Knowledge of Government contracting and acquisition processes

  • Experience building, leading, and developing diverse teams

  • Strong programmatic and operational execution background and understanding of application and execution of Raytheon’s Stages or similar business processes and experience with Gate Reviews conducted for Program Start-up through Close-Out

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
