Sr. IT Infrastructure and Security Project/Program Manager

Job Description:
Sr. Infrastructure and Security Program Manager will report into IT EPMO and will manage Programs/Projects across assigned domains within Allison Transmission. This role will provide Program/Project Management for complex portfolio projects and ongoing enhancements. This role will have Project Managers reporting to them. They work collaboratively across the company to assure quality, timely project implementations and business adoption.
Key Responsibilities:
- People Management:
- Provides leadership and management to ATI badged Project Managers and Vendor Project Managers
- Manages projects, consultants and project resources, assures projects are delivered according to scope, design, budget and timelines as outlined by the Sponsor and as documented in the charter / Project Definition Package
- Managers resource forecasting, planning & work assignment allocations
- Manage vendors / implementation project resources in a highly outsourced environment working with both on-shore and off-shore teams
- Pre-Project / Project Initiation Phase Management:
- RFP/RFQ Process by collaborating with cross functions
- Pre-Project IT Steering committee sessions for alignment and approval to start the project execution
- Manage CAR (Capital Appropriation Request) process to formally receive project execution approval and budget allocation
- Collaborate with selected vendors to receive SOWs/Change Orders to conduct the project work. Works closely with ATI Purchasing Commodity Manger to drive required cost negotiations
- Management of all the deliverables required for Purchasing Sourcing Process, Purchase Request (PRs) creation and management of Purchase Orders (POs)
- Responsible for leadership level status reporting of all Pre-Project / Project Initiation phase activities
- Alerts management and IT steering committee on risks associated with Pre-Project and Project Initiation Phase. Provides risk mitigation proposals for alignment and approval of leadership to drive risks to closure
- Collaborate closely with vendors/implementation partners and cross functional project team members to draft the SOW / Change Order to deliver the projects
- Mange the vendor labor cost negotiations working with Purchasing Commodity manager and IT Finance team
- Responsible to manage the delivery of all the project artifacts based on the agreed upon SOW / change orders for all fixed bid contracts
- Responsible to closely monitor vendor resource engagement and project deliverables for Time and Material (T&M) contracts with focus to budget / cost management
- Proactively managing the change orders for scope changes or extending timelines with focus on delivering projects within the set budgets
- Budget and Finance Management:
- Proactive management of project budgets across all the projects within the assigned domains
- Responsible for Monthly budget forecasts. Provides required writeups to explain the deltas from forecasting to actuals
- Responsible to active management of all vendor POs (Purchase Orders) and timely release of funds from each PO based on the project delivery phase
- Works very closely with IT Finance Management team manage budgets, forecasts, actuals and Pos
- Program Level / Execution Phase Management:
- Follows ATI EPMO and cross functional processes to deliver programs and projects. Guides and coaches the ATI badged and vendor project managers on the ATI processes for delivery
- Responsible to drive holistic program level plans considering all inputs and outputs that will be needed for program / project delivery
- Collaborate closely with project managers and architects to identify all program and project level dependencies and engage right owners to drive successful delivery
- Responsible to manage all the deliverables by meeting RTM (Requirements Traceability Matrix), program level exit/closeout criteria and program level success factors
- Responsible to provide leadership to project managers to manage projects with focus on 4 Project Dimensions (Scope, Schedule, Cost and Quality)
- First level of escalation point for all the projects within the assigned domains. Works with Project Managers, stakeholders, and project team members to identify risks, risk mitigation plans. Leads team to draft the mitigation plan proposals and reviews them with leadership and steering committee members for alignment and approval
- Responsible to provide guidance and support to Project Managers to deliver all the required project artifacts needed for Compliance with Internal and External Audits for IT projects
- Responsible to work with project managers and project team members to draft the steering committee level updates at the program and project level. Provides updates at the leadership and steering committee level for all the assigned domain
- Responsible to facilitate project level risk / decision session with project managers, project team and all stakeholders.
- Responsible to manage expectations of stakeholders, Influences others to drive issues to resolution and leads team by an example
- Responsible to manage M&A activities (due diligence / integration phase) for IT deliverables when needed
- Ability to provide Technical support when needed for IT Infrastructure and Security projects
- Product Management / Product Backlog Management:
- Will be a key participant to draft the role and responsibilities of Program Manager/Project Manager/Scrum Master as IS&S matures to form Product Teams and adopts to continuous delivery via scaled agile methods
- Ability to operates in the Agile framework using Scrum technique
- Provides leadership needed to identify and eliminate risks early and often, allowing the Scrum team members to progress
- Ability to plays the role of coach, mentor, instructor, facilitator, promoter, stimulator, and supporter for the product team
Key Performance Measures:
- On time delivery of assigned projects with focus to alignment of approved Scope, Budget, Schedule, and Quality
- Proactive Risk Management and helping project teams to drive Risk Mitigation Plans to overcome project delivery hurdles
- Communication and meeting stakeholders expectations for project delivery and meeting the project success criteria
- Engaging right team members cross functionally based on roles and responsibilities defined by the project charter
- Identifying lessons learned and continuously applying lessons learned as part of risk mitigation and project delivery metrics
Qualification:
- Bachelor’s degree in one of the following areas: Information Technology, Business, Computer Science, or equivalent experience
Experience:
- Bachelor’s degree in one of the following areas: Information Management, Information Technology, Business or Computer Science
- A minimum of 8+ years of experience in progressive Program/Project and IT Management role
- A minimum of 3+ years of experience in Program/Project level management of IT Infrastructure and Security Projects
- Demonstrated ability towards lessons learned attitude and applying the lessons from one project to next. Also has is able to adopt to continuous maturity and change
- Demonstrated ability to successfully manage complex project through successful implementation using strong project management principles
- Demonstrated ability to manage vendor project delivery resources
- Demonstrated ability to manage stakeholder expectations
- Project management experience with an IT integrator
- PMP or SCM Certification
