RTX Technology Research Center (RTRC) is hiring a Senior Supply Chain Manager role within the Operations organization. This position provides leadership and strategy for the execution of complex U.S. Government subcontracts and procurement to meet project, program and department needs while ensuring compliance with RTX Policy and U.S. Government regulations in support of RTRC innovation mission.
What You Will Do:
Leads and develops a high performing work team that contributes to the overall success of RTRC
Oversees and ensures the timely negotiation and execution of all subcontracting activity in compliance with current RTX Policy and U.S. Government regulations
Maintains RTRC Procurement Policy and Procedure Manual to ensure compliance with RTX Policy and U.S. Government regulations
Responsible for U.S. Government Reporting for Subcontracts and Subawards.
Performs Subrecipient monitoring of programmatic and financial activities of subrecipients to assure awarded funds are used for authorized purposes in compliance with U.S. Government regulations
Responsible for overall supplier performance and execution to support program execution and RTRC financial objectives.
Collaborates across functional organizations to develop solutions and ensure supplier performance supports the needs of the organization.
Establish and develop strong business partner relationships with critical suppliers to drive accountability and performance.
Communicate effectively and routinely on all supply chain issues, to Directors, Vice Presidents, program teams and functional leaders.
Exercise strong business acumen to connect technical concerns to ultimate contract performance and proactively identify and resolve problems and customer concerns efficiently and effectively.
Monitor and evaluate metrics for trends and root causes and formulate proactive plans to ensure overall program success.
Supervisory responsibilities for a team of 4-6 supply chain professionals ranging from senior experienced buyers to new college hires and interns
Responsible for developing short-, medium- and long-term Supply Chain strategies to achieve business objectives for both sustaining and developing programs.
Participate in the development of process and system changes necessary to enhance Supply Chain performance and continuous improvement utilizing CORE operating principles.
Manage projects (budgeting, staffing, risk assessment and mitigation) to ensure complete customer satisfaction and project execution
Ensure internal controls are in place and compliance to RTRC policies
Contributing to delivery of multiple projects simultaneously
Develops and Maintains Supply Chain SharePoint content
Ensuring the development of Supply Chain talent through talent reviews and succession planning
Lead Supply Chain related audit activities from Internal Audit, DOE, DCMA, etc. as needed and per schedules
Responsible for Materials Distribution area, including Shipping, Receiving, Mail Room and the Crib.
Qualifications You Must Have:
The Qualified Candidate will have a combination of the following:
A bachelor’s degree and 10 years of prior relevant experience OR an Advanced degree and 7 years of relevant experience OR in absence of a degree, 14 years of relevant experience is required
Experience in supply chain management, procurement, subcontract management, managing the performance of a broad supply base, business, and/or finance.
Experience with financial impacts of decisions on the organization’s budget and the program to include managing cost, schedule and/or performance.
Experience with government proposals and contracting/subcontracting as well as knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) with experience with SAP and a broad management and leadership knowledge to lead project teams.
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Experience working within a large industry or across multiple business units with a proven ability to collaborate across the organization, cross functionally and operate effectively within a matrix environment
Strong project management skills and ability to convert requirements into executable strategies and strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity
Skilled in communications, team building, conflict resolution, and relationship management to create an effective partnering environment that includes credibility, respect, and trust
Solid understanding of other related business disciplines, and how they interact with Supply Chain, including program management, engineering, quality, finance, legal and operations
Experience with the Microsoft Office suite of tools, particularly Excel, Word, PowerPoint and SharePoint and NCMA CPCM or CFCM certification
