Position Description

BluRoc is looking for a highly motivated and experienced Electrical Underground Senior Project Manager to join our growing team in the Northeast Region. In this leadership role, you will be responsible for overseeing the planning, coordination, and execution of underground utility projects. The ideal candidate will bring deep industry knowledge and strong project management skills to ensure that all projects are delivered on schedule, within budget, and meet the highest standards of safety, quality, and compliance.

Responsibilities
• Lead and manage all phases of underground electrical construction projects from pre-construction through closeout.
• Oversee multidisciplinary teams including project engineers, foremen, subcontractors, and field crews.
• Serve as the primary point of contact for clients, utility companies, and stakeholders.
• Define project scope, develop budgets, and ensure cost control throughout the project lifecycle.
• Identify and mitigate risks, manage change orders, and ensure alignment with contract terms.
• Develop and maintain project schedules using CPM tools (e.g., MS Project, Primavera P6).
• Coordinate daily field operations, subcontractors, equipment, and material deliveries to avoid delays.

Job Description

• Review and interpret construction drawings, plans, and specifications for underground electrical systems (duct banks, manholes, vaults, conduit layouts, grounding, etc.).
• Coordinate civil and electrical work with engineering teams to resolve constructability issues.
• Secure necessary permits and ensure compliance with local, state, and federal regulations.
• Ensure adherence to OSHA, DOT, and environmental guidelines and safety protocols.
• Work closely with utility providers, municipalities, DOT, and permitting agencies to ensure proper clearances, inspections, and approvals.
• Coordinate utility outages, tie-ins, and relocations with minimal disruption.
• Implement and enforce quality control plans and jobsite safety procedures.
• Conduct site audits and ensure proper installation, backfilling, testing, and restoration procedures.
• Maintain daily field reports, meeting minutes, RFI logs, submittals, and change tracking.
• Provide regular updates to leadership and clients regarding schedule, budget, and progress.
• Oversee procurement of long-lead materials, subcontracts, and equipment rentals.
• Manage vendor relationships and ensure materials meet project specifications and delivery timelines.
• Mentor junior project staff and promote a culture of accountability, collaboration, and continuous improvement.

Qualifications


Position Requirements
• Strong commitment to maintaining a safe work environment and fostering a culture where safety and well-being are the top priorities for all employees.
• Bachelor’s degree in civil engineering, Construction Management, or related field experience.
• Minimum of 5 + years Project Management experience in underground utility construction.
• Expertise in managing large-scale underground electrical projects, including high-voltage transmission, distribution, and duct bank systems. Proven ability to lead full project life cycle from pre-construction to closeout.
• Advanced knowledge of civil construction activities with electrical infrastructure, including trenching, shoring, concrete encasement, and restoration in urban, rural, and ROW environments.
• Proficient in budgeting, cost tracking, and change order management. Experienced in reviewing drawings/specs to develop accurate cost estimates and value engineering options.
• Competent in managing subcontractors, purchase orders, scopes of work, and compliance with contract documents, specifications, and safety standards.
• Experienced in using CPM scheduling tools (e.g., Primavera P6, MS Project) to develop and maintain detailed construction schedules, track milestones, and adjust plans to meet deadlines.
• Strong documentation and reporting skills including daily reports, QA/QC tracking, environmental compliance logs, and as-built documentation.
• Ability to manage multiple projects simultaneously.
 
Preferred Qualifications
• Professional Engineer (PE) or Project Management Professional (PMP) certification.
• OSHA 30-hour certification.
• Experience working with municipal and utility companies.
• Knowledge of environmental regulations related to underground utility work.
