The Operations & Supply Chain (OSC) organization within the Short and Medium Range Ground Based Air Defense (SMGBAD) Sub‑Strategic Business Unit is seeking a Senior Manager to support the STINGER portfolio’s European Production programs area. STINGER European Production is a fast‑paced critical growth area focused on establishing full Direct Commercial Sale production capabilities within the EU. This role will indirectly lead a diverse OSC team while navigating in a dynamic and highly complex environment.

The Senior Manager is responsible for shaping and executing OSC strategies throughout growth planning, international material and operations process mapping, proposal development, and Transition to Production (TTP) phases — including preparation for Low-Rate Initial Production (LRIP). This position requires strong leadership, strategic foresight, and the ability to influence program objectives across multiple product lines. The role directly interfaces with STINGER’s OSC Leader, Program Leadership Teams, Strategic Sourcing, Procurement, Suppliers, Operations, Factories, as well as internal and external customers.

This role will require 20% travel to Europe.

What You Will Do

  • Apply strong business acumen in managing budget, schedule, and resource plans.

  • Own OSC cost and schedule performance, ensuring successful execution of program milestones.

  • Collaborate with POMs and MPMs supporting the STINGER portfolio.

  • Direct OSC proposal development, including task descriptions, BOEs, sourcing strategies, and affordability initiatives.

  • Develop production and make/where plans and prepare manufacturing content for technical proposals.

  • Act as primary OSC interface with customers, ensuring alignment, transparency, and high service standards.

  • Develop and coordinate OSC inputs for all gate reviews and execute approved strategies.

  • Provide overall leadership of the (domestic/European) supplier management process including source selection, onboarding, and sustainment.

  • Champion and execute process improvements that strengthen the value chain.

  • Support capital planning, Manufacturing Readiness Level (MRL) assessments, and long‑range planning activities.

  • Lead and support transition efforts from factory design to manufacturing.

  • Drive cross‑functional collaboration to remove barriers, align teams, and achieve program objectives.

  • This role will require 20% travel to Europe.

Qualifications You Must Have

  • Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years of experience.

  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Experience leading teams in a matrixed organization.

  • Export/Import experience.

Qualifications We Prefer

  • Strong communication, interpersonal, and influence skills.

  • Experience working with external customers and all levels of internal leadership.

  • Proven ability to lead cost‑reduction and process‑improvement initiatives.

  • Experience with Six Sigma/CORE tools and methodology.

  • Active and transferable U.S. government security clearance prior to start date.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
