JOB SUMMARY:


This position is responsible for ensuring full compliance with USDA FSIS regulations, export certification requirements, and HACCP/food safety programs across the organization’s meat and poultry operations. This role provides strategic regulatory leadership, oversees all export documentation and approvals, and partners closely with Operations, FSQA, Sales, and Supply Chain to maintain audit‑ready systems. 


ESSENTIAL DUTIES and RESPONSIBILITIES:


An essential job duty of this position is regularly reporting to work on time and being able to perform the essential duties of the position. 

 

 % Of Total Time

  • Lead all regulatory programs related to USDA FSIS, including labeling, process authority documentation, and regulatory submissions.


  • Maintain expert knowledge of and assist in maintaining compliance of 9 CFR, FSIS directives, notices, export library updates, and relevant policy changes.


  • Oversee all activities related to the export of FSIS‑regulated meat and poultry products, including:
    • Export verification programs
    • Documentation accuracy (FSIS Form 9060 series)
    • Country‑specific requirements (e.g., Mexico, Canada, Japan, South Korea)


  • Manage relationships with internal and external stakeholders and industry groups to ensure timely certification and shipment release.


  • Monitor and interpret changes to international import requirements and communicate impacts to internal stakeholders.


  • Ensure robust implementation of HACCP and prerequisite programs, including allergen control, supplier approval, traceability, and product hold and release.


  • Support root cause analysis and corrective action development for deviations, non‑conformances, and regulatory findings.


  • Partner within FSQA and Operations to maintain audit‑ready documentation and consistent execution of food safety programs.


  • Advise senior leadership on regulatory risks, opportunities, and strategic implications of new or evolving regulations.


  • Assist in regulatory readiness for customer audits, third‑party certifications (SQF), and government inspections.


  • Develop and deliver training on regulatory requirements, export procedures, and HACCP fundamentals for cross‑functional teams.


  • Represent the company in industry associations, regulatory forums, and technical working groups.


  • Ensure accurate, complete, and compliant regulatory documentation, including:
    • HACCP records
    • Export certificates
    • Label approvals
    • Regulatory submissions
    • Non‑conformance and corrective action records


  • Oversee internal audits of regulatory and export programs to verify compliance and identify improvement opportunities.


  • Accept special projects and completes them promptly.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree or equivalent experience.

Experience or Training: 5 years of experience in USDA, FSIS-regulated meat or poultry operations. Deep knowledge of HACCP, 9 CFR, and FSIS export requirements. Demonstrated experience managing regulatory interactions and leading cross‑functional compliance programs. Strong analytical, documentation and communication skills.

Technology/Equipment: Strong computer skills with proficiency in Microsoft Office programs. Ability to learn additional software programs.


PREFERRED QUALIFICATIONS:

Education: Advanced degree, in Food Science, Animal Science, Microbiology, International Business or related field or professional certifications (e.g., HACCP, PCQI, SQF Practitioner).


Experience or Training: Experience with international export markets and country‑specific regulatory requirements. Prior leadership experience in Regulatory Affairs, Food Safety, or Quality Assurance. Experience with label submission systems, formulation compliance, and process authority documentation.

WORKING ENVIRONMENT:

The majority of work duties are conducted in an office environment within a manufacturing facility. There may be intermittent exposure to production areas requiring the use of PPE, uniform or protective clothing, and safety equipment.
