Job Overview:

QA/QC Program Manager to lead and maintain our ASME Quality Control Program and serve as the technical authority for welding, metallurgy, and nondestructive examination (NDE) within our marine and industrial repair operations.

This role is responsible for maintaining compliance with ASME Section I, VIII, and IX, and the National Board Inspection Code (NBIC), ensuring continued certification and active status of our ASME U, R, and S Stamps. When not engaged in certification management, audits, or quality system oversight, this individual will function as a hands-on QA/QC lead supporting weld inspections, NDE oversight, and metallurgical evaluation of repair work.

This is a leadership-level position critical to regulatory compliance, customer confidence, and operational excellence.

Core Responsibilities

1. ASME Quality Program Ownership

  • Serve as the designated Quality Control Manager (QCM) for ASME certification.
  • Maintain and administer the company’s ASME Quality Control Manual.
  • Ensure continued compliance with:
  • Coordinate and lead:
  • Maintain controlled documentation, WPS/PQR records, WPQ tracking, and NDE procedures.
  • Oversee calibration control and document retention.
  • Ensure proper implementation of Code Cases and revisions.

2. Welding & Metallurgical QA/QC Oversight

  • Review and approve Welding Procedure Specifications (WPS).
  • Oversee development and qualification of Procedure Qualification Records (PQRs).
  • Ensure welder performance qualifications (WPQ) remain current.
  • Interpret metallurgical requirements for:
  • Evaluate weld discontinuities and recommend corrective actions.
  • Provide technical guidance on heat treatment, preheat, interpass temperature, and PWHT.

3. Nondestructive Examination (NDE) Oversight

  • Supervise or perform QA review of:
  • Ensure NDE is conducted in accordance with ASME and applicable procedures.
  • Review NDE reports for Code compliance.
  • Interface with third-party Level III NDE providers when required.

4. Field & Shop Quality Support

  • Conduct in-process weld inspections.
  • Perform final inspections for ASME Code work.
  • Work closely with production supervisors to ensure:
  • Support root cause analysis for weld or fabrication defects.
  • Maintain strong field presence in shop and onboard vessels.

5. Continuous Improvement & Risk Management

  • Strengthen documentation workflows and digital traceability.
  • Improve weld quality metrics and rework reduction.
  • Assist in development of QA dashboards and KPI tracking.
  • Support safety and compliance integration (OSHA, USCG where applicable).

Required Qualifications

  • Minimum 7–10 years of experience in:
  • Demonstrated experience maintaining ASME U, R, or S Stamps.
  • Strong working knowledge of:
  • Hands-on welding background strongly preferred.
  • Experience with WPS/PQR development and welder qualifications.
  • Experience reviewing PT and MT examinations.
  • Ability to interpret technical drawings and Code requirements.

Preferred Certifications (Highly Desired)

  • ASME Quality Control Manager experience
  • National Board Commission (preferred)
  • AWS CWI (Certified Welding Inspector)
  • NDE Level II (PT/MT minimum; UT/RT preferred)
  • Metallurgy or Materials Engineering degree (preferred but not required with sufficient experience)

What This Role Is Not

  • Not purely administrative — must be technically competent in welding and metallurgy.

Not purely inspection — must own and maintain the ASME program infrastructure
