As the Proposal Material Program Manager (MPM), you're accountable for the Supply Chain proposal efforts. This is a unique opportunity to shape and execute to a new combined bid and procurement strategy for the customer. In this matrixed environment, the successful candidate is a self-starter, accountable for proposal strategy through completion of Gate 4. This includes sole source justifications, DD254 facilitation, EX/IM planning, and the gathering of entrance criteria needed to kick off the requests for proposals (RFPs) to the procurement teams, pricing approvals, and much more.

What You Will Do

  • Support program proposal kickoffs and strategy development, balancing strategic thinking with tactical application of strategies to programs
  • Generate and/or collect necessary documentation for successful kickoff, support RFP kickoffs with subcontract managers, and support RFP alignment reviews with suppliers
  • Ensure proposal compliance to DFAR/FAR and TINA compliance
  • Develop and execute to supply chain proposal strategy and plans (as applicable), collaborating with supply chain functions for support as needed
  • Develop and execute risk/opportunity plans to meet program responsibilities & proactively manage mitigation plans
  • Work closely with Engineering, Quality and Operations to create a common schedule based on Material Requirements Planning (MRP)
  • Monitor proposal performance metrics and proactively act to address program and functional issues
  • Support all gate review and activity, program review and risk and opportunity management reviews
  • Commitment to earning Material Program Management certification within 1 year
  • Must obtain MPM certification level 4 within 1 year of hire.

Qualifications You Must Have

  • Typically requires a Bachelor’s and a minimum of five (5) years prior relevant experience, or an Advance Degree in a related field and a minimum of three (3) years’ experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Master’s Degree in Business, Finance, Management, Supply Chain or similar
  • Active Secret Clearance
  • Certified Material Program Manager
  • A working knowledge of Microsoft Office (i.e., Word, Excel and Power point)
  • Ability to lead efforts, including budgeting and financial management, issue and conflict resolution.
  • Experience in a Matrix organizational structure.
  • Experience with Project Management.
  • Experience with MRP Systems and or tools such as PRISM and KINAXIS.
  • High degree of financial acumen, understand the mechanics of strong supplier negotiations and how to influence an acceptance in execution of cost reduction opportunities.

This position requires a security clearance. DCSA Consolidated Adjudication Services (DCSA CAS), an agency of the Department of Defense, handles and adjudicates the security clearance process. The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
