We are seeking a Proposals Manager to manage the department that develops quotes and proposals. Proposals are often complex, primarily in aerospace and defense, and support Federal Government and commercial opportunities. Responsible for managing material and labor estimators and for analyzing Requests for Quotation (RFQ’s), and providing advice on bid strategy, risk assessment, and price data requirements.
Essential Functions
- Manage the receipt, preparation, and submittal of quotes to the review team for final review; includes cost, technical, and management proposals as required
- Integrate proposal input from team members, edit and proofread final document for completeness, accuracy and quality; includes review of all labor, material and Non-Recurring Engineering (NRE) estimates; together with rate structures and budgets for each bid
- Ensure that proposals are submitted on schedule and in accordance with all customer RFQ requirements
- Act as key member of final bid/quote review team to establish competitive guidelines and recommend strategy
- Communicate to customers and internal staff during bid process and follow-up after award
- Represent Quote Department during customer and supplier onsite visits and/or Teams calls as required
- Provide labor and material budgets upon award
- Perform other assignments as required
Knowledge, Skills, & Abilities
- Demonstrated project management experience—planning, budget, and allocation of resources
- Negotiation and conflict management skills coupled with demonstrated experience in troubleshooting and problem-solving
- Advanced ERP, Automated Quote Software (SupplyFrame/QuoteWin, CalcuQuote, or other), and Microsoft Office skills (e-mail, Word, Excel), intermediate level Power Point, and Access preferred
- Ability to supervise employees, provide mentoring, and resolve issues
- Exceptional organization skills are required with emphasis on attention to details
- Excellent written and verbal skills
- Flexible with high energy, able to handle multiple tasks smoothly
- Very organized, detail-oriented, with attention to accuracy
Required Experience & Education
- Bachelor’s degree in Industrial Engineering, Accounting, Finance, or Business Administration, or related required (advanced experience may be considered in lieu of education)
- Minimum 5 years progressive experience in estimating or related field, including 3 years supervisory experience
