Job Summary

The Project Manager role will be part of the Proposal Cost Estimating (PCE) team, which is part of the larger Engineering Services organization within Hardware / Software Engineering. The primary role and responsibility to oversight and management of facilitating the Basis of Estimate (BOE) customer proposal process and associated tools as well as oversight and management of PCE’s Gate 2 Process.
DUTIES AND RESPONSIBILITIES:- Oversight of Labor Estimating staff’s primary role & responsibility of assisting Program Managers and facilitating proposals.
- Oversight of Gate 2 staff’s primary role & responsibility of reviewing BOEs for all GA-ASI Departments.
- Assist in identifying business process improvements and associated software tool enhancements.
- Participate in testing software enhancements of related proposal tools.
- Provide proposal, process, and tool related training as required.
- Participate in ad-hoc projects as directed by Manager, or Department.
- Set priorities, schedule, and work quality expectations for staff members.
- Manage multiple projects and proposal deadlines ensuring communication with Program Managers and timeliness of delivery.
- Compiles and analyzes data, develop reports, charts, and graphs related to BOEs and proposal processes.
- Works with a variety of software tools on frequent basis (Excel, Word, PowerPoint, Outlook, and various GA-ASI Proprietary software).
- Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
- Monitor staff direct utilization to ensure operating thresholds are met.
- Conduct annual assessment and merit cycle of staff.
- Provide surge support for Labor Estimating staff members’ functions such as:
- Participate in Proposal Kick Off meetings on behalf of PCE.
- Create, manage, and update Excel files.
- Provide process and tool guidance to functional department estimators.
- Communicate new processes and enhancements to functional estimators and Program Managers during Proposal Kick Off meetings.
- Perform detailed review of proposal projects to ensure compliance with Work Breakdown Structure (WBS) and related proposal policies and procedures.
- Interface frequently (daily) with cross-functional departments (e.g., Engineering, Quality, Manufacturing, Flight Operations, Pricing, Contracts, Sustainment, and others as required).
- Provide surge support for Gate 2 staff members’ functions such as:
- Reviewing BOE justifications and marking compliance issues.
- Coordinate with Estimators, PMs with updating corrections in a timely matter.
- Provide documentation of findings and manage metrics for reporting.
- Performs other duties as assigned or required.

Job Qualifications
- Typically requires a Bachelors in Business Administration or related discipline and at least six years of progressively complex experience in project administration. May substitute equivalent experience in lieu of education.
- Must have a good understanding of project management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.
- Must possess:
- The ability to initiate, plan and manage projects.
- The ability to identify issues, analyze and interpret data and develop solutions to a wide range of issues.
- Strong communication, computer, documentation, presentation, and interpersonal skills.
- The ability to work independently and as part of a team.
- Must be able to work extended hours and travel as required.
- Ability to obtain and maintain DoD Security Clearance is required.
