Job Overview:

Experience: Program Manager (PM) position requires ten (10) years of experience as a project manager in repair and maintenance efforts onboard U.S. Navy ships. Ten (10) years’ experience managing HM&E for repair, maintenance, and modernization.

PM shall have documented work history proving overall technical competence and possess knowledge of trade theory and up-to-date trade practices in the repair industry. 

PM must:

•    Have the ability to read and interpret instructions, specifications and blueprints.

•    Be knowledgeable in the operation of powered machinery/tooling/equipment relevant to the trade skills.

•    Be knowledgeable in the use of precision measuring instruments normally associated with cognizant shipyard trades.

•    Be familiar with materials associated with the ship repair industry.

•    Have the ability to recognize working conditions or use of materials that require initiation of safety precautions and have the PPE for said conditions or materials.

•    Have working knowledge on how to read and understand the information provided in a MSDS.

•    Be qualified and experienced at working, and overseeing work, in confined spaces (e.g. tanks, voids or stowage's).


The Program Manager shall be responsible for overall performance of the contract and shall have full authority to act for the contractor on all contract matters.

•    The PM will be accountable for safe project execution and performance within the assigned cost, schedule, technical performance, and scope of the project through all project phases.

•    Successful management of change orders and risks are required.

•    The PM provides primary customer interface throughout the project lifecycle.

•    Oversees the programs interacting with assigned Task Order Manager to determine and maintain the most cost-effective method of accomplishing work through final certification and closeout                analyzing project progress and financial reports to maintain management positive control.


Tracks financial progress and status of program and projects and develops and coordinates corrective actions/adjustments working with and mentoring Task Order Manager to ensure completion of projects meeting all quality, technical, schedule and profit goals while meeting all technical, quality, schedule and costs requirements.

•    Must be able to identify, assess and analyze with the team any risk and/or issues that may compromise the successful completion of projects, and develop plans/actions that will mitigate risks.              Able to provide leadership when schedule/production conflicts may occur for resolution to ensure successful project completion and job profit margins. The Program Manager is ultimately                       responsible for meeting all deliverables on-time, within budget, and with high customer satisfaction ensuring conformance with contractual requirements.

•    Leads the post-project review to capture learnings applicable to future projects.

•    Security Clearance: DoD Confidential Security Clearance, or the ability to obtain one.
