Summary
The Program Manager is responsible for implementing and executing all aspects of assigned aerospace and defense programs—including technical, cost, and schedule performance—for key Middle East customers. Focus areas include military platforms such as the C-130, F-15, F-16, and UH-60. This role is based in either the United Arab Emirates or the Kingdom of Saudi Arabia, and the candidate must be authorized to work in one of these countries. Fluency in Arabic and English is required.
The Program Manager will serve as the primary point of contact and interface with the customer, directing all program resources to deliver high-quality products and services on time and at competitive costs. The role ensures that management of the program conforms to the company’s quality system and applicable regulatory procedures.
Essential Duties and Responsibilities
Under general supervision, must be able to perform a variety of job duties including, but not limited to:
• Direct all phases of programs from inception through completion.
• Identify, recommend, and implement changes to improve productivity that reduce cost and rework.
• Formulate and recommend policies and programs that guide the program in maintaining and improving its competitive position.
• Advise management of the status of work in progress, material availability, and potential production problems to ensure that personnel, equipment, materials and services are provided as needed.
• Act as primary customer contact for assigned program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
• Establish milestones and monitor adherence to master plans and schedules, identifies program problems and obtains solutions.
• Support annual strategic planning efforts for the business.
• Guide continuous improvement initiatives to optimize efficiency and quality.
• Identify and respond to program challenges and support solutions, such as allocation of resources and changing contractual specifications.
• Support the development of new business growth strategies, including kick-off meetings, expectations and timeline.
• Coordinate responses to customer action items.
• Supervise the appropriate use of all resources allocated to the program to ensure efficient use of resources.
. Manage the contract lifecycle, cost, schedule, and performance of company programs or subsystems of major programs.
•Perform other related duties as assigned by management.

Requirements
Education and/or Experience:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
• Bachelor’s degree (B.A.) in Business Management, or in a related field or equivalent required.
• Graduate degree in business (MBA) or management preferred.
• Three to Five (5) years of progressive contract management and/or legal experience preferred.
• Direct experience supporting one or more of the following platforms: C-130, F-15, F-16, or UH-60.Proposal Management process competence, including cost, schedule, risk, and go/no-go decision-making.
• Ability to understand and influence cross-functional and cross-business units.
• Ability to work on complex projects with general direction and minimal guidance.
Required Skills:
• Language: Must have excellent verbal and written communication skills in both English and Arabic. Capable of effectively presenting technical and commercial information to both internal stakeholders and regional defense customers.
• Reasoning Ability: Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
• Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, & percentages. Strong analytical skills with acute attention to detail. Presents numerical data effectively.
• Other Abilities: Must understand the principles of program and logistics management, including US Government logistics processes. Possess working knowledge of, and adherence to, Foreign Corrupt Practices Act, International Traffic in Arms Regulation (ITAR), Federal Acquisition Regulation (FAR), and other applicable regulations, procedures, and processes. Must have versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.
Physical Demands and Work Environment:
• Customary physical demands for office and manufacturing environments.
Travel:
Up to 25% regional travel within the Middle East to customer locations, suppliers, and internal work sites.
