Job Description:
Parsons is looking for an amazingly talented Program Manager to join our team!
The ideal candidate will have a deep knowledge of technical management including Mission Integration, Space Operations, Space Force/Space Development Agency acquisition expertise, and strong knowledge of agile service development and delivery, and be capable of managing a program valued up to $50 million.
You will be an experienced Program Manager with both technical and business expertise, extraordinary leadership and demonstrated large-scale technical program management success. You will have industry knowledge and have the executive presence to lead complex and time sensitive initiatives. To be successful in this position, the individual will need to have prior experience in financial analytics, program management methodologies, and operational process management.
You will have full authority and access to corporate resources to drive program to completion within schedule and budgetary constraints and will be responsible for developing fast turn proposals and successfully resourcing and executing them.
You will be part of a high-level action team for the program and be responsible for engaging C-Suite executives from both the Government and Parsons. You will report directly to the Director of National Tactical Solutions sub-directorate and work in close coordination with the Vice President of the Strategic National Solutions directorate and provide administrative, programmatic, technical, and operational updates as required. You will help shape the strategic focus for related upcoming opportunities.
What You'll Be Doing:
- Provide project leadership, acquisition expertise, and project financial acumen to lead the team to execution success
- Experience and familiarity working with senior Government leaders at the General officer and SES level.
- Create relationships to drive orchestration and integration efforts for the development and implementation process for large and highly complex cross functional projects with internal team; influences leadership and clients on objectives.
- Experienced as a trusted advisor and partner to government customers
- Lead other managers, engineers, and project leads to develop budgets, schedules, and plans for the various elements of a project.
- Ensures that the program meets or exceeds goals established in these plans. Works with the key project individuals to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work and quality of work
- Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
- Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
- Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Initiates individual development opportunities for team members and provides proactive feedback to continue their growth and development
- Negotiate changes to the scope of work with the client and key subcontractors.
- Acts as the requirements management expert. Deeply understands the contract and customer requirements.
- Implements methods and procedures for monitoring programs such as progress reports, staff conferences and preparation of research findings.
- Adds value to the day-to-day operations of the business by providing documentation and metrics to the customers and leadership team.
- Support proposal efforts by providing guidance and writing for requirements.
- Enhances the reputation of the enterprise by accomplishing new and different requests for the customer.
- Explores opportunities to add value with existing customers.
- Performs other responsibilities as may be appropriate.
What Required Skills You'll Bring:
- Active TS/SCI security clearance required
- Bachelor’s degree in engineering or related technical/business field
- 15+ Years’ experience with project management, space missions, integration activities and /or systems engineering
- Strong leadership, problem solving, meeting facilitation skills
- Proven ability to perform in a management capacity, interface with clients, possess excellent written and oral communications.
- Proven leadership & management track record; leading many small teams through product delivery.
- Must possess outstanding communication, collaboration, decision-making, leadership, problem solving, time management, prioritization, and delegation skills.
- Must possess outstanding communication and collaboration skills, with the ability to communicate with Parsons executives, government sponsors, and all employees.
- Exercise the ability to attract, develop and retain top talent.
What Desired Skills You'll Bring:
- PMP certification
- Subject Matter Expertise with customers in the space domain (SDA, DARPA, USSF, others)
- Demonstrated understanding of space systems development, test &integration, mission integration, and mission operations.

Salary Range:
$126,600.00 - $227,900.00
