The Systems Engineering and Test Capabilities (SETC) organization is looking to hire a Principal Systems Engineer, for the Effectors team, to serve as the ESSM Agile Solution Train Engineer to join our Tucson, AZ location. The Agile Solution Train Engineer (STE) is a leadership position that reports to program leadership. This person is responsible for steering the large-scale solution alignment and value delivery of large, complex solutions across multiple Agile Release Trains (ARTs) and shared services under the ESSM program. They are responsible for program execution, dependency management, risk management, and driving continuous improvement across the entire value stream in Scaled Agile practices. The STE is the facilitator and agile coach of program-level solution train events, execution, metrics and tools as they pertain to Agile Product Development, production and sustainment, recommending and implementing best practices. The STE works in close collaboration with ARTs, Release Train Engineers (RTE), Chief Product Owners, and shared services to ensure the coordination and facilitation of an established program cadence, ensure continuous value delivery, and drive continuous improvement. The STE must have lean-agile expertise and a strong understanding of scaling Lean-Agile in order to continuously maintain alignment of a large development, production and sustainment program.

Together with the Office of the Chief Engineer, the STE manages and ensures that program technical execution delivers value iteratively and incrementally. The STE coaches all layers of the program organization in a long-term sustainable Lean-Agile culture.

What You Will Do

  • Manage and optimize the flow of value through the program using various tools, such as the Program and Value Stream Kanban and information radiators

  • Maintain positive employee and team experiences by creating an environment that supports positive team health as well as providing guidance and management to ensure goals are met

  • Assess and drive continuous improvement to the agility level of the program

  • Utilize agile software development methods, automation, and continuous integration.

  • Encourage team level and program level continuous integration and communities of practice around scaling Agile and Lean, and around Engineering and Quality Practices

  • Coach and educate Leaders, Agile roles and teams in Lean-Agile culture, practices and mindsets

  • Drive consistent collaboration across ARTs and value steams

  • Work across leadership, engineering and shared services to help ensure strategy and execution alignment

  • Responsible for effective incremental Program Planning execution including ensuring planning readiness by fostering the preparation of Vision and work item backlogs

  • Aggregate the Team Program Increment objectives into Program Objectives and publish them for visibility and transparency

  • Establish and communicate the annual calendars for the program cadence

  • Ensure periodic synchronization meetings, at various levels of the Program

  • Assist with the economic decision-making by facilitating capability estimation by teams

  • Create program level retrospective improvement roadmaps by analyzing all activities and actions that have previously been performed and finding ways to improve each process.

  • Measure and track program performance execution and Capability completion tracking

  • Escalate and track program impediments

  • Facilitate dependency resolution and help manage early risk identification and remediation

  • Report status to Program management and release management

  • Help structure program teams for effective program execution which may include providing input on resourcing to address critical bottlenecks

  • Attend system demonstrations

Qualifications You Must Have

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM preferred) and a minimum of 8 years of prior engineering experience.

  • Experience working with multi-disciplinary technical and/or engineering teams

  • Experience working in an Agile organization

Qualifications We Prefer

  • Proven abilities as a technical leader developing work plans and driving program/team execution

  • An advanced degree in Engineering, Science, Mathematics, or related discipline

  • Prior experience as a Release Train Engineer, Value Stream Engineer, Scrum Master, Product Owner, Project or Program Manager

  • Scaled Agile certification (eg. SAFe SPC) or other equivalent certifications

  • Experience with Earned Value, Agile EV preferred

  • Experience working in a multi-disciplined product development environment.

  • Demonstrated mastery of Agile ALM tools such as Jira or Azure DevOps Server

  • Able to network/influence both internal and externally to Engineering

  • Understand and articulate the difference between “being Agile” and “doing Agile”

  • Demonstrated ability to independently complete complex assignments and develop creative cross team area solutions

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
