Northwest Range Operations and Sustainment (NWROS) Program Manager
Job Description:
Raytheon currently has an opportunity for an experienced professional serving as the Program Manager/Operations Lead responsible for the performance of the Northwest Range Operations and Sustainment (NWROS) contract, Joint Pacific Alaska Range Complex (JPARC) Operations & Sustainment (JOS) located at Eielson AFB, AK. The NWROS PM will also serve as the Site Lead for deployed operations in support of the NWROS contract, Joint Pacific Alaska Range Complex (JPARC) Operations & Sustainment (JOS) located at Eielson AFB, AK.
NWROS provides integrated range operations, maintenance, and sustainment in support of joint air and ground combat training and testing for the Unites State Air Force’s (USAF) Headquarters (HQ) Pacific Air Command (PACAF) at the Joint Pacific Alaska Range Complex (JPARC) and select deployed locations within PACAF’s Area of Responsibility (AOR). The NWROS is a turnkey, comprehensive support contract that facilitates sustainment/maintenance of range facilities, planning and execution of exercise and/or daily training mission support and Live-Virtual and Constructive (LVC) integration in support of training. Key tasks include:
Supervise the performance of contractual responsibilities.
Serves as the site manager and contractor primary Point of Contact with the COR and supported command.
Responsible for ensuring all deliverables and coordinating with the government POCs/planners to ensure the JPARC fully supports all scheduled Live Fire Exercises/Major Flying Exercises and is prepared and synchronized with exercised training objectives.
Supervises contract Subject Matter Experts and section leads to ensure they have current and relevant experience, coordinate range and facility support for all LFE/MFE and that training aids and devices are available and functioning properly for LVC integration.
Meets with government customer as required to discuss daily performance and review future planning and resources.
Develops recommended life cycle management and facility upgrades for the customer to integrate into their Unfunded Requirements (UFR) priority list.
Develops working relationships between NWROS, PACAF, 11th Air Force and subordinate elements using/training on JPARC.
Plan, budget and manage resources available to fulfill all contract requirements.
Responsible for full contract P&L, staffing management, cost containment and recommendations for future cost impacts.
Required Skills:
Minimum of 10 years of experience in direct leadership positions that required management and coordination of 20 or more people in conjunction with equipment, supplies and various resources.
Experience managing range and radar operations.
Ability to obtain and retain a Top Secret clearance.
Proven ability through documented experience to serve as the contractor’s alternate POC for all contractual matters and to represent the contractor in communications with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and the Quality Assurance Representative (QAR).
Documented experience to formulate and enforce work standards, assign contractor schedules, review work discrepancies, supervise personnel, and communicate policies, purposes, and goals of the organization to subordinates as the Program Manager/Operations Lead.
Excellent problem-solving skills and ability to timely implement new solutions.
Experience providing training support services in a CONUS and OCONUS environment including support services in field conditions.
Excellent oral and written communication skills with demonstrated ability to conduct presentations in front of senior level management and customers.
Solid computer skills, including Microsoft Office Suite.
Strong inter-personal skills and demonstrated ability to work across diverse groups of people and at all levels of an organization.
Reside near or be willing to relocate to the vicinity of Fairbanks/Eielson Air Force Base, Alaska.
Required Education:
Bachelor’s Degree in Management, Engineering, or related field; equivalent work experience may be considered in lieu of education requirement.
Desired Skills:
Project Management Professional (PMP) certification or equivalent level certification.
10 years of relevant US Military experience as a senior field grade officer.
Experience as an Observer Control/Trainer (OC/T) at a maneuver combat training center, G3 current operations planner or BCT/WING G3.
Comprehensive knowledge of exercise design and conversant in Joint Fires, Air and Ground tactics, capabilities, and equipment.
Previous experience working with constructive simulation and LVC-IA systems.
Previous experience supporting live fire range operations for both direct fire and air delivered munitions.
Experience supervising/planning range maintenance.
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
