Walmart Creative Studio (WCS) is looking for a dynamic Program Manager to lead the evolution of our contractor and freelance engagement strategy. This role involves managing contingent workforce operations and developing integrated tooling solutions in Airtable to streamline workflows and enhance visibility. The ideal candidate will blend project management, operations, and technical expertise to drive data-informed decisions and operational excellence. Key responsibilities include project management, tooling and reporting design, strategic process design, and vendor and compliance oversight. Strong communication and organizational skills, along with experience in resource planning and legal compliance, are essential for success in this role.

What you'll do...

Walmart Creative Studio (WCS) is seeking a dynamic and detail-oriented Program Manager to lead the evolution of our contractor and freelance engagement strategy through scalable process design and tooling innovation. This role will play a critical part in building a Resource Planning Center of Excellence, blending project management, operations, and technical tooling expertise to drive data-informed decisions and operational excellence.

In this role, you will manage contingent workforce operations end-to-end, while also owning the development of integrated tooling solutions (primarily in Airtable) to streamline workflows, increase efficiency, and elevate visibility across our resource and budget planning processes. Your ability to translate business needs into user-friendly, scalable tools and reporting systems will be key to success.

Key Responsibilities:

Project Management & Operational Leadership

· Serve as the primary project manager for initiatives focused on contractor and freelance workforce engagement.

· Own and evolve workflows across onboarding, vendor management, system access, compliance tracking, and offboarding.

· Coordinate project plans, timelines, and cross-functional deliverables to support timely and efficient resourcing.

· Lead process improvement initiatives to strengthen workforce agility, compliance integrity, and reporting accuracy.

· Champion documentation and operational best practices for ongoing optimization and knowledge sharing.

Tooling & Reporting Design

· Design and manage Airtable systems to support resource planning, contractor tracking, and budget management.

· Create integrated reporting dashboards that consolidate resourcing, financial, and operational data across multiple teams.

· Build automated workflows and system integrations that reduce manual work and enable real-time data sharing.

· Lead tooling roadmap planning—gather user requirements, prototype solutions, test and iterate, and define success metrics.

· Establish training programs and onboarding guides for tooling adoption and user enablement across WCS.

· Maintain documentation, SOPs, and change logs to ensure sustainable and scalable tooling operations.

Strategic Process Design

· Use process design thinking to identify bottlenecks and inefficiencies across resource and budget planning workflows.

· Lead cross-functional discovery to uncover pain points and develop innovative Airtable-based solutions that address them.

· Define and track performance metrics that align tooling and operational improvements with broader strategic objectives.

· Build and maintain feedback loops to drive continuous improvement and user-centered tool enhancements.

· Partner with stakeholders across Creative Ops, Program Management, and Finance to align tooling functionality with business needs.

Vendor & Compliance Oversight

· Act as the subject matter expert on legal and compliance processes related to contingent workforce operations (NDAs, SOWs, change orders, etc.).

· Conduct regular compliance audits and maintain up-to-date documentation for external staffing policies and procedures.

· Manage vendor relationships, including performance tracking, rate negotiations, issue resolution, and onboarding.

· Oversee the resourcing database within Airtable, ensuring accurate tracking of all contractor and freelance engagements.

Cross-Functional Collaboration & Communication

· Align closely with program managers, account leads, and creative leadership to forecast resourcing needs and proactively plan staffing solutions.

· Serve as the central point of contact for contingent workforce requests, ensuring seamless coordination between hiring managers, vendors, and internal operations.

· Drive transparency and alignment through clear communication, tooling visibility, and responsive support across the WCS team.

Change Management and Resource Planning Strategy:

· Act as a change management champion for new processes, tools, and documentation related to ways of working, legal requirements, and resourcing workflows.

· Partner with WCS leadership to implement best practices in project management, resource allocation, and vendor coordination.

· Evaluate internal talent, work models, and vendor resources, providing strategic recommendations to optimize the Creative Studio’s staffing and project resource planning efforts.

Qualifications:

· 5+ years of experience in Project Management, Resource Management, Contingent Workforce Management, or Creative Operations.

· Proven project management expertise with a background in resource planning within a creative or marketing environment.

· Demonstrated experience with data management and workflow tools, particularly Airtable, including base design, automation, and integrations.

· Strong understanding of legal and compliance requirements for contingent workforce management (e.g., NDAs, SOWs, change orders).

· Proven ability to lead process improvements and implement resource planning best practices.

· Exceptional organizational skills and attention to detail, with experience managing sensitive data at scale.

· Strong communication and interpersonal skills, with the ability to collaborate effectively across cross-functional teams.

The annual salary range for this position is $104,000.00-$202,000.00

Additional compensation includes annual or quarterly performance bonuses.
