Description
Summary: The Maintenance and Reliability Manager will split time between maintenance and reliability management roles. This position will provide operational and technical supervision for maintenance and reliability initiatives and develop strategies/systems to improve manufacturing reliability. This position will also improve the reliability of the site's mechanical systems and equipment by defining and optimizing maintenance plans and developing and implementing improvement projects. Due to the size of the Baytown site and the critical role that maintenance plays in meeting the terms of the Covestro contract, high daily attendance for this position is a critical requirement for this position.
Primary Responsibilities:
- Become familiar with all areas of plant processes.
- Use expertise to ensure facility and personal adherence to regulatory, company policies, and good manufacturing practices.
- Develops, trains, deploys and improves upon effective equipment strategies to improve reliability and manage risk for all types of equipment including static, rotating, electrical, instrumentation, controls, etc....
- Prioritize maintenance and reliability activities to best align with plant objectives.
- Assist during turnarounds with developing fixed equipment and rotating work scope and execution.
- Provide technical leadership and support to plant capital projects where needed, including design, capital justification, project management, PSM, and commissioning activities.
- Support Process Safety Management (PSM), Health Safety and Environmental (HSE), and Continuous Improvement programs (RCMS and VPPA).
- Perform all activities in a safe and responsible manner and support all Environmental, Health, Safety & Security requirements and programs.
- Manage rotating and fixed equipment specifications and standards - collaborating cross-site on institutionalizing reliability best practices.
- Support/manage plant bolting and torquing program.
- Manage equipment and piping RBI inspection process.
- Perform Root Cause Failure Analysis to provide actions that will improve system reliability and prevent recurrence.
- Ensure all equipment repair and project scopes follow Process Safety Management and Environmental compliance guidelines.
- Support the development of the Mechanical Integrity Program.
- Collaborate with Corporate Capabilities and other sites (SME’s) and others to ensure all the above are accomplished in a One Team way.
- Assist with developing budgets.
- Review and update procedures and policies.
- Provide fixed equipment support for Maintenance and Operations personnel.
- Work in a team environment with personnel plantwide.
- Manage outside contractors to perform most maintenance activities.

Qualifications
- Minimum of 10+ years work experience.
- Minimum of a bachelor’s degree in mechanical engineering, Metallurgical or Reliability Engineering (or other technical major with relevant experience) from an accredited institution or equivalent combination of education and experience.
- Prior experience with large rotating machinery such as steam turbines, gearboxes, pumps and axial compressors is a plus.
- Knowledge of various Electrical equipment and operations.
- Knowledge of maintenance planning & computerized maintenance management software.
- Demonstrated team leadership and strong communication skills with the capability to collaborate and develop win/win solutions.
- Ability to manage and prioritize multiple projects/tasks, adapt to changing conditions and balance a “big picture” focus with detailed execution.
- Familiar with fixed equipment associated codes and standards, including ASME and API
Physical Requirements:
- Physical ability to work around and on industrial equipment, including frequent climbing of stairs and ladders.
- Willingness to work around dust, chemicals, high pressure, high temperature, loud noises, and running equipment.
- Ability to wear Personal Protective Equipment (PPE) in designated areas (hard hat, safety glasses, gloves, steel-toed boots and hearing protection).
- This position is potentially exposed to toxic substances, may operate vehicles or heavy machinery, or may be required to use respiratory equipment. Due to these situations, the employee must successfully pass the annual physical examination, hearing screening, pulmonary functions study and respirator fit test. They must be able to climb at least 3 flights of stairs without a break. They must be able to routinely push, pull, carry, and lift fifty (50) pounds up to 200 feet while performing normal unit operations. (Functional testing will be done every 3 years). They must be able to climb vertical ladders, including caged ladders, and work at heights more than 100 feet. They must be able to walk ½ mile without issues. They must have the ability to respond in high stress situations (such as unplanned plant shutdowns or evacuations) without physical impairment.

This position is safety and security sensitive in nature. This position deals with hazardous materials and/or industrial processes that can pose a risk to employees and the general public. These facilities are required to comply with security standards under Department of Homeland Security (DHS).
