We have an exciting opportunity for a Logistics Manager serving as the MQ-9B SkyGuardian Global Support Solution (SGSS) Assistant Global Warehousing Operations Manager in our Sustainment Organization, Global Material Management Services Department located in Poway, California. The ideal candidate will have a proven track record of leadership in retail-level and wholesale-level aviation supply support warehouse operations roles, in addition to Inventory Control Point operations roles. The position is responsible for assisting the Global Warehouse Operations Senior Manager with leading and managing the SGSS Inventory Control Point and customer Main Operating Base warehouses currently providing supply support for global MQ-9B RPAS operations.  The position will also be responsible for future SGSS warehousing requirements determination and operations planning associated with business development, bid and proposal activities, eventually leading to successful warehouse mobilization/activation and readiness to support MQ-9B operations and maintenance.  This position will manage the day-to-day warehouse operations of the SGSS ICP Warehouse in Poway and sustainment of SGSS customer MOB warehouses across the globe.

DUTIES AND RESPONSIBILITIES:
  • Responsible for management oversight of the day-to-day current operations of both the MQ-9B SGSS Inventory Control Point (ICP) warehouse and global MOB warehouse network.
  • Responsible for the future operations planning and development of MQ-9B SkyGuardian Global Support Solution (SGSS) customer Main Operating Base (MOB) Warehouse requirements.
  • This position is responsible for the planning, managing, and administration of integrated logistics strategies and processes.
  • Ensures that customer support requirements and objectives are achieved within budgets and schedules to meet marketing and financial objectives.
  • Ensures superior execution and continuous improvement of standard logistics processes, such as supportability analysis planning and database development processes, the product support and replenishment system, product support data interchange systems, demand management and related functions.
  • Builds relationships with strategic customers through logistic initiatives.
  • Integrates learning from customers, competitors, other industries, industry groups, and professional training to continuously improve competitive position.
  • May accomplish objectives through subordinate management and/or professional staff.
  • May be responsible for decisions that have a serious impact on outcomes such as changes to project schedules and/or allocation of resources.
  • Contribute to all bid and proposal phases for MQ-9B SGSS customer Main Operating Base warehouse facility, infrastructure, material handling equipment, and personnel requirements development and planning, site surveys, facility design reviews, production readiness reviews, critical design reviews, and sustainment readiness reviews.
  • Manage the mobilization/activation of customer MOB warehouses to meet MQ-9B SGSS program schedules and milestones, to include successful completion of initial delivery of SGSS inventory to support customer In-Service Date first flight and simulator operations, and follow-on Initial Operations Capability and/or Deployment support.
  • Contribute to the preparation, development and refinement of Subcontract Statements of Work for 3rd Party Logistics (3PL) customs bonded warehouse providers, and monitor their day-to-day operational performance in coordination with SGSS customer MOB Warehouse Inventory Managers.
  • Develop and submit ICP and customer MOB warehouse labor and materials cost estimates for bid and proposal activities in support of MQ-9B SGSS Program requirements.  
  • Develop and provide input for MQ-9B SGSS CDRL requirements involving SGSS ICP and customer MOB Warehouse material management, supply support and inventory management.  Will also develop and maintain SGSS ICP and customer MOB Warehouse internal procedures, work instructions, and training materials to standardize warehouse operations across the SGSS global warehouse network.
  • Develop, manage, maintain and be responsible for reporting the performance of SGSS ICP and customer MOB Warehouse operations according to contractual and internal Key Performance Indicators (KPIs), metrics and goals to ensure responsive and reliable supply support is provided to meet MQ-9B operations and maintenance requirements.
  • Manage and participate in the planning of logistics strategies, and establish standard logistics processes and tools.
  • Monitor all contract logistics activities for compliance with standard processes.
  • Coordinate logistics activities for selected projects, including logistics planning, training, supply chain activities from point of manufacturing through support, deployment, freight, warehousing, customer freight, order management, customer warehousing, customer store shipment, and customer placement.
  •  Identify logistics issues and provide leadership in developing solutions such as re-allocation of resources or modifying manufacturing or supply chain processes.
  • Act as the primary contact for logistics activities and lead progress planning and review sessions to discuss costs, schedule, and technical performance.
  • Develop and implement annual and long-term technical, schedule, quality, business, and financial objectives for logistic activities and participate in the development of overall unit/Division/Group annual and long-term objectives.
  • Contribute to contract negotiations and contract modifications.
  • Contribute to the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract(s).
  • Manage and actively participate in the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management, professional, and technical talent.
  • Maintain the strict confidentiality of sensitive information.

Job Qualifications

  • Typically requires a Bachelor’s degree in Business Administration, Supply Chain Management, Business Logistics, Engineering, or a related discipline and eleven or more years of progressively complex warehousing, logistics, supply chain and materials management experience in a sustainment or manufacturing environment. Additional equivalent experience may be substituted in lieu of education.
  • Must have a thorough understanding of the principles, concepts, and practices of logistics, supply chain and materials management and experience demonstrating a broad application of those practices and standards.
  • Must have comprehensive project management and leadership skills, including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
  • Must possess the ability to resolve complex management and technical problems and serve as spokesperson on logistics issues.
  • Experience or familiarity with International Trade Compliance requirements and activities for importing/exporting material between the GA-ASI in international field sites or familiarity with international trade compliance requirements and importing/exporting material in other job roles is preferred. 
  • Experience in International Trade Compliance requirements (customs, duties and taxes) that influence or determine establishment of customs bonded warehouses in foreign countries is preferred. 
  • Experience in military or commercial retail-level supply and warehouse operations, wholesale-level distribution center/fulfillment center operations, and/or Department of Defense (DoD) Inventory Control Point or DoD Contractor-Inventory Control Point operations is preferred.
  • Experience with demand planning, forecasting and replenishment, sales and operations planning, inventory stock level/allowance management, and stock positioning is preferred.
  • Experience with warehouse design and layout is preferred, the scope of which ranges from new warehouse/stockroom construction design to re-utilization/re-purposing of existing customer facilities for warehouse/stockroom operations.
  • Experience with warehouse network strategy and design also a plus.
  • Strong communication, leadership, presentation, and interpersonal skills are required.
  • Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
  • Ability to obtain and maintain a DoD Security Clearance is required.
