Description

We are seeking an Estimator /Project Controls Specialist for our team based in Oklahoma City.

This role encompasses project controls activities on a portfolio of projects; cost and progress management, forecasting analysis, planning, and scheduling, change management and preparation of project reporting. Additionally, active collaboration with project team members during development of budgets, forecasts, schedule development and monthly cost reporting updates is central to this role. This role reports directly to the VP of Capital Projects & Construction. 

Key Responsibilities/Accountabilities:

  1. Responsible for developing cost estimates for major capital projects ($1MM to $1 Billion), and supporting and guiding project managers to ensure the cost estimates are developed for all projects under $1MM.
  2. Own the cost estimating discipline and ensure the inputs for estimates are being developed and applicable processes are being followed by all project owners.
  3. Develop cost estimating tools that are well aligned with estimation class definition per AACEI and industry best practices.
  4. Provide appropriate estimate development training to Project Managers
  5. Prepare cost tracking financial project data for monthly, and year end reporting and accruals
  6. Provide estimating services to a project team that may be comprised of internal and external service providers, including but not limited to, Project Managers, Business Development, Engineers, Operations, and Budget Owners
  7. Work with a cross-functional team with tact, courtesy and professionalism, including but not limited to, departments such as Treasury, Legal, Environmental, and Safety
  8. Understand contract requirements, Cost and Work Breakdown Structures (CBS-WBS)
  9. Provide operational support to Project Managers during project execution.
  10. Collaboration with Finance & Accounting on financial reporting and forecasting
  11. Analyze and report cost variances, cash flow forecasting, and resource planning.
  12. Manage monthly cost reporting and cost forecast analysis
  13. Ensure that project documents are complete, current, and stored appropriately
  14. Appraises overall accuracy of estimates and recommends contingencies for estimates such as Lump Sum bids, Defined Estimates and Interim Control Estimates
  15. Maintains Change Log and ensures forecast reflects potential changes
  16. Understands Cash position on project. Able to develop Cash Flows.
  17. Helps in the maintenance of the Company estimating database.

Key Scheduling Responsibilities/Accountabilities

  1. Develop project schedule working with the project team.
  2. Participate in planning sessions of the project.
  3. Facilitate monthly schedule updates and review meetings.
  4. Analyze and report schedule impacts.

Qualifications


Required Qualifications

  1. Bachelor’s degree in engineering, business, finance, construction management, or similar degree.
  2. 5-10 years related project controls work experience (Cost Specialist, Scheduler, or related experience) in Refining / Oil & Gas, Petrochemicals, licensing technology, engineering, or capital projects.
  3. Understanding of basic economic analysis as it pertains to project justification.
  4. Knowledge of engineering drawings, and schematics
  5. Ability to organize and prioritize daily work, including tracking and managing various estimates and managing multiple cost trackers for several projects that are in progress.
  6. Must be able to successfully and simultaneously manage multiple tasks, and work with minimal direct supervision.
  7. Must be familiar with unit rates, material and equipment pricing, labor pricing and other estimate components and techniques
  8. Skilled in MS Word, Excel, and Power Point.
  9. Strong verbal and written communication skills, including but not limited to the ability to present ideas, proposals and results to business segment leaders and to internal and external customers
  10. Experience using enterprise resource planning (ERP) systems such as Oracle JD Edwards E1, Oracle Cloud or SAP.
  11. Experience using project management & cost management systems such as Planisware Enterprise, Hexagon EcoSys, Omega PIMs or AERES Prism.
  12. Experience in cost and progress management.
  13. Basic understanding of critical path method scheduling using Primavera P6 or MS Project.
  14. Excellent verbal and written English communication skills.
  15. Able to work effectively independently as well as part of a team.
  16. Strong organizational and follow-up skills
  17. Able to build and maintain strong and trusted working relationships with internal clients in the business units as well as with corporate function groups.
  18. Occasional domestic and/or international travel.
  19. Understanding of AACE estimating practices
  20. A friendly and trustworthy individual who has strong credibility and strives for quality excellence, both inside and outside of LSB.
  21. Fluent in English

Preferred Qualifications

  1. AACE certified
  2. Estimating experience and design of chemical plant or refinery facilities.
  3. Experience in the plant construction and maintenance field, especially with projects involving hydrostatic testing, piping systems, pressure vessels, and chemical plant facilities
