This role encompasses developing cost estimates utilizing cost estimating software and prior industry experience. Cost estimates will be prepared in a standard work breakdown structure that can also be tracked for project controls. Additionally, active collaboration with project team members during development of project budgets, forecasts, schedule development and monthly cost reporting updates is central to this role.
Job Duties
Project /Practice Management
1. Responsible for developing cost estimates for major capital projects ($1MM to $1 Billion), and supporting and guiding project managers to ensure the cost estimates are developed for all projects under $1MM.
2. Sign off on all project cost estimates as they move through each phase
3. Develop the process/guidelines/standards/ templates/tools to develop the conceptual and detailed cost estimates for the capital projects based on a standard work breakdown structure (WBS).
4. Cost controls for projects in execution following the same WBS created at project approval.
5. Own the cost estimating discipline and ensure the inputs for estimates are being developed and applicable processes are being followed by all projects.
6. Develop cost estimating tools that are well aligned with estimation class definition per AACEI and industry best practices.
7. Provide appropriate estimate development training to Project Managers
8. Develop waterfall analysis for the increased/decreased cost estimates for change orders
9. Provides improvement recommendations to cost estimating procedures to reduce future discrepancies between estimated and actual costs
10. Develop cost estimating training /guidelines to make sure there is a common understanding throughout the organization of cost estimating process and requirements
11. Have a working level knowledge of LSBs plant processes and understand how the projects will interface with the existing units.
12. Effectively applies AACE methodology for cost estimating and enforces project standards.
13. Prepares for LSB leadership phase gate reviews and adheres to LSB project phase gate process.
14. Ensures project documents are complete, current, and stored appropriately.
Required Qualifications
1. Bachelor’s degree in Engineering, Construction Management or in a related field
2. Minimum ten (10) years of experience working on capital projects, engineering, project management, or construction management to utilize to produce cost estimates/cost analysis for clients or inhouse.
3. AACE certified
4. Knowledgeable in Aspen cost estimating software.
5. Demonstrate strong analytical skills to assess scope of work and engineering data sheets and drawings
6. Possess strong communication /presentation skills to work/interact with several customers/management/senior leadership
7. Ability to use project scheduling software.
8. Additionally, a minimum of 5 years of cost estimating experience is required.
9. Strong safety and project leadership skills.

11. Ability to prioritize work to meet deadlines.
12. Able to manage multiple projects with shifting priorities

Business Development
1. Develop an understanding of current project costs internally and externally. Additionally, understand the changing (rapidly at times) labor and materials market and other projects risks and understand how this may be affecting estimates.
2. Develop detailed cost estimates for project scope to utilize in project economics. Detail what class of estimate based on AACE international or other similar estimating practices.
3. Identifies business development and "add-on" sales opportunities as they relate to a specific project.
4. Effectively conveys LSB’s message in both written and verbal business development discussions.
Communication
1. Develop strong working relationships with all LSB groups.
2. Effectively communicates relevant cost estimating information to leadership.
3. Understands how to communicate difficult/sensitive information tactfully.
Technical Understanding
1. Working knowledge of AACE estimating practices
2. Create request for equipment quotations for project cost estimates using equipment specifications.
Leadership
1. Challenges others to develop as leaders while serving as a role model and mentor.
2. Acts as technical resource for engineers with less experience.
3. Supports company safety programs and initiatives by following all EHS and Operating procedures and adhering to established design standards.
Preferred Qualifications
1. Estimating skills must include knowledge of factored estimating techniques and experience preparing detailed estimates
2. Field experience preferred
3. Knowledge of large scale capital projects
4. Fluent in English.
5. Experience using enterprise resource planning (ERP) systems such as Oracle JD Edwards E1, Oracle Cloud or SAP.
6. Experience using project management & cost management systems such as Planisware Enterprise, Hexagon EcoSys, Omega PIMs or AERES Prism or similar systems.
7. Familiarity with industry codes including ASME piping specifications, Boiler & Pressure Vessel Code, National Electric Code, and similar codes used for equipment specifications, design and installation of industrial equipment.
8. Experience in being a team lead and presenting to Senior Management
9. Experience with Microsoft Office suite with advanced skills in Excel required
10. Strong work ethic - Willing to do what it takes to get the job done
11. Advanced degrees as well as professional registrations (PE, PMP, PMI, etc.) are a plus.
