Lead APC Engineer
The Lead Advanced Process Control (APC) Engineer will work closely with existing APC team members, and the Operations and Technical departments to support the refinery’s control system applications. The successful candidate will provide leadership and guidance for the APC Engineers and Control System Specialists / Analysts in strategic/capital projects in support of the refinery operations while providing functional engineering expertise and long range planning. The Lead APC Engineer reports directly to the Technical Department Manager.
PRINCIPLE RESPONSIBILITIES:
Health, Safety and Environmental (HSE):
- Maintain 100% compliance with and fully support refinery HSE policies, procedures, guidelines and initiatives
- Serve as a safety leader within the Refinery by setting the example for safety in the field
- Address/communicate observed unsafe conditions immediately
- Responsible for overall safety performance of the APC personnel both salary and craft
- Instill the expectation to identify and eliminate hazards associated with daily work activity and enforce the use of safe work procedures and practices
- Consider potential HSE impacts when completing APC work scope
- Participate in weekly safety meetings and monthly safety audits for assigned production area
Daily Support (Tactical responsibilities):
- Responsible for supporting process control system reliability, alarm management system, model-based advanced control solution, and ensuring consistency of installed applications across the facility
- Responsible for monitoring and optimization of the process control applications used by the business unit
- Responsible for ensuring proper technical support for operations troubleshooting
- Prepare and manage budget for Process Control System Department
- Provide technical support to all departments such as Turnaround, Environmental and Process Safety
- Participate in selection/development of key manufacturing information systems
Long-term Support & Leadership (Strategic responsibilities):
- Champion development of process control capital projects which includes re-instrumentation, APC and control engineering in support of refinery capital plan.
- Participate in the justification of projects, as they related to process control system infrastructure, and modernizations among multiple departments.
- Communicate plans and optimization direction for the organization
- Ensure that project designs and modifications to existing systems adhere to process control best practices.
- Ensure that project designs and modifications to existing systems adhere to cybersecurity best practices.
- Participate in corporate best practice groups related to the areas of process control applications and systems.
- Assist in the selection and application of process control technology consistent with the business unit’s strategy
Supervisory & Leadership:
- Develop staffing strategies to meet the demands for engineering and technical resources
- Handle all administrative, labor relations and personnel issues in a timely manner
- Clearly set and drive expectations of direct reports and communicate concerns or issues with Technical Department Manager
- Provide guidance for APC Engineers and Control System Specialists / Analysts in development in their knowledge of process control systems and applications
- Facilitate training for APC Engineers and Control System Specialists / Analysts as needed
- Manage a team of process control system and application professionals
- Provide training for process operators and E&I technicians, as needed
Communication Responsibilities
- Maintain effective lines of communication across the refinery including the Safety, Maintenance, Operations, Reliability, etc.
- Coordinate and communicate issues and weekly progress with Advanced Process Control annual plan
- Coordinate other groups/crafts and contractors as required
- Ability to communicate and report at a high level to Upper Management
- Actively participate in corporate Best Practice Teams and TRC initiative teams, as assigned
ABT, Turnaround, Capital Projects Responsibilities
- Provide process control engineering support to Area Business Team (ABT) as assigned
- Provide process control engineering support to turnaround group at scope development, planning, and execution stages as assigned
- Provide support to ensure process control capital project success at proposal, design, and construction stages as assigned
Reporting & Documentation
- Provide input and complete assigned Advanced Process Control reports; maintain neat and Advanced Process Control files for the refinery (paper and electronic)
JOB QUALIFICATIONS:
- Bachelor’s Degree in Engineering or similar field of study
- 10+ years in Refining or Petrochemical
- Must have Honeywell and Process Engineering experience
- Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling.
