Raytheon is seeking a highly motivated candidate to serve as the Program Proposal Manager in support of the Foreign Military Sale (FMS) Kuwait NASAMS Program. The Program Proposal Manager, in partnership with the R&C capture manager, USG customer, Kongsberg Defense Aerospace (KDA) subcontractor and associated stakeholders will be responsible for managing all aspects of the proposal from development and submission to negotiations. Once the program is awarded, you will be responsible for implementing an execution strategy which aligns to the Program’s vision for delivering capabilities and services to our customers. This strategy is focused on both growth and execution, and will include but not be limited to, managing the capture of, then the profit and loss of programs valued at ~$1.2B. You are expected to drive growth and execution while promoting company values and compliance to all policies, directives and procedures. This will require you to leverage experience with best practices to optimize the team’s cross-functional capabilities.
You will lead the Proposal Team, Program Office team, product teams and key functional stakeholders and ensure compliance with all external customer reporting requirements from a program management standpoint while also meeting the reporting needs of the leadership team.
What You Will Do
- Develop and implement execution strategy for programs managed
- Develop Gate reviews (primarily Gates 3 –11), ensuring alignment with the Kuwait execution and growth strategy
- Accountable for driving predictability in AOP and quarterly EAC reporting
- Responsible for driving sustained improvements across critical business metrics such as AOP, EACs and EVMS metrics as well as recovery plans
- Work closely with Program Teams to develop Capture plans, Program Management Plans and processes
- Collaborate with the Land and Air Defense Systems (L ADS) Product Lines and functional teams on program execution
- Management, prioritization and tracking of all customer requests with key internal stakeholders in support of timely responses
- Support meetings with key customer stakeholders and LADS leadership team
- Expected to support domestic and international travel as needed ~25%
Qualifications You Must Have
- Typically requires a Bachelor’s degree and 12 years of relevant experience OR an Advanced degree and minimum 10 years of experience is required
- 8 years of experience in business, program management, production, and/or logistics support
- Experience developing and reviewing cost proposals, and/or preparing Gate Packages
- Experience with EVMS and Risk & Opportunity Management
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer
- PM Certified Level 4 (or higher)
- EVMS Certified (or equivalent)
- Experience on NASAMS Programs or in the MENA region
- Familiarity with FMS Contracts
- Import/ Export knowledge and/or experience

The salary range for this role is 143,000 USD - 287,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
