Perform the role of IT Program Engagement Lead (PEL)
IT PEL responsibilities are to project manage best-in-class Program Work Environments that include engineering and program management IT solutions. These activities including project planning, managing deployment, estimating, procurement, forecasting, cost and schedule management, portfolio management and support. The IT PEL will interface with engineering, program management, and Product Line leaders to capture functional requirements and translate into IT requirements for the Program Work Environment (PWE). The PEL will then manage individuals from across the matrix IT organization to support the activities required for the Program Work Environment. The PEL also needs to manage changes to the scope and function of the development and collaborative environment over the lifecycle of the program. PEL is responsible to manage activities across an array of IT disciplines involved in the scope of project.

This IT PEL will focus on the Program Work Environments that relate to the various Production Factories within the Raytheon Intelligence and Space (RI&S) business. The position will be based in Forest MS and will need to support other RI&S factories. There is potential for occasional travel to other factories sites. There is potential for the PEL to also be responsible to manage some non-factory Program Work Environments as well. .

Required Skills:

  • Demonstrated project management experience with multi-discipline / multi-functional teams
  • Effective communicator both in person and remote given the need to support various locations

  • Ability to handle difficult situations
  • Ability to collaborate with stakeholders to understand/clarify needs / concern
  • Strong technical writing, presentation, interpersonal and communication skills necessary to perform in a fast-paced distributed work environment
  • Proven success engaging professionally with internal/external partners
  • Ability to maintain composure and solution complex problems in pressure scenarios
  • Demonstrated strong informal leader-follower traits and skills
  • Minimum 5 years of experience in at least one of the following fields: project management, network engineering, information technology, systems engineering and/or software engineering
  • Experience in identifying and managing assumptions, risks, and opportunities associated with proposals, projects and programs
  • Ability to multi-task, influence and excel in a matrixed environment
  • Attention to detail and dedication to driving results
  • U.S. Citizen

Desired Skills:

  • Experience facilitating and responding to Requests for Information (RFI) and Proposals (RFP)
    • Awareness of standard engineering applications
    • Experience working or interfacing with large-scale programs, particularly those involving multiple companies and collaboration between them
    • Proven success engaging professionally with senior level internal/external partners
    • Knowledge of other program disciplines – including hardware, integration and test, configuration management, quality engineering, and project management
    • Working knowledge of industry standards such as 6sigma, ISO, CMM or CMMI, ITIL , Agile Methodologies
    • Proven ability to manage a portfolio and multiple projects simultaneously
    • Experience with Jira, IT Portfolio Management tools
    • Security Clearance

Required Education:
Typically, Bachelor’s Degree and 5+ years of relevant experience or 13 years experience in lieu of Degree

Desired Education:

  • Program/Project/IT Management Certifications; Productivity Certifications

U.S. Citizenship status is required as this position may require U.S. Security Clearance in the future
