THE ROLE
The HSE Program Manager – Houston Operations is the program owner for all Health, Safety, and Environmental (HSE) activities across RMS’s Houston-area shops, responsible for developing, implementing, and continuously improving HSE programs to ensure regulatory compliance, operational safety, and a strong safety culture.
The role operates with functional authority across all Houston locations, partnering closely with Plant Managers, Safety Champions, Facilities, and Operations leadership to drive consistent execution. The HSE Program Manager serves as the primary point of contact for audits, inspections, incident investigations, environmental compliance, and overall HSE program performance for the Houston region.
This is a program leadership role, focused on system design, governance, oversight, and performance management, with execution supported through site leadership and operational teams.

QUALITY, HEALTH, SAFETY, AND ENVIRONMENTAL - Experience Preferred:
- CSP, ASP, CHST, or equivalent HSE certification
- Environmental compliance experience with permitting or reporting responsibilities
PRIMARY ROLE RESPONSIBILITIES
Health and Safety
- Own and execute the HSE management system for all Houston-area RMS shops
- Develop, implement, and continuously improve safety policies, procedures, and standards
- Conduct regular and ad-hoc safety audits, inspections, and walkthroughs across all facilities
- Identify hazards, document findings, assign corrective actions, and track closure
- Exercise stop-work authority or escalate unsafe conditions when necessary
Environmental Compliance
- Own environmental compliance for Houston operations including
- TCEQ requirements
- Waste management and disposal
- Manifest, inspections, and environmental recordkeeping
- Permit tracking, renewals, and reporting deadlines
- Coordinate air, stormwater, spill prevention, and waste programs as applicable
- Maintain an environmental compliance calendar and proactively manage due dates
- Serve as the primary liaison with environmental regulators and external consultants
Industrial Hygiene
- Maintain Safety Data Sheets (SDS) and chemical inventory systems.
- Support hazard communication (HazCom), respiratory protection, and PPE programs.
- Coordinate industrial hygiene assessments (noise, dust, fumes, chemicals) as required
- Support medical surveillance and exposure monitoring programs
Continuous Improvements
- Drive continuous improvement initiatives based on audit findings, incident trends, and leading indicators
- Promote a proactive safety culture through engagement, visibility, and consistent expectations
- Participate in HSE committees, management reviews, and cross-functional initiatives
- Stay current with regulatory changes, industry best practices, and emerging risks
Incident Management & Reporting
- Lead or oversee incident and near-miss investigations
- Ensure timely, accurate, and high-quality incident documentation and root cause analysis
- Track corrective and preventive actions and verify effectiveness
- Analyze incident trends and recommend systemic improvements
Training & Onboarding
- Develop and manage site safety training programs, including new-hire onboarding
- Ensure required safety training is completed, documented, and effective
- Coordinate refresher and task-specific training as needed
- Support safety leadership development for Safety Champions and supervisors
- Define training effectiveness metrics and competency validation mechanisms
OSHA & Regulatory Compliance
- Maintain OSHA logs (300, 300A, 301) and ensure compliance with OSHA 29 CFR 1910
- Prepare for and support regulatory inspections and audits
- Serve as a key point of contact during regulatory interactions, in coordination with the QHSE Manager
- Maintain a regulatory readiness posture through standardized compliance frameworks and internal audits
ADDITIONAL RESPONSIBILITIES

REQUIRED EXPERIENCE & QUALIFICATIONS
- 7–12 years of progressive Health, Safety, and Environmental experience in industrial, manufacturing, or service environments
- Demonstrated experience supporting multi-site operations
- Strong working knowledge of OSHA, EPA, and Texas environmental regulations (TCEQ)
- Hands-on experience with key safety programs, including:
- Lockout/Tagout (LOTO)
- Machine guarding
- Confined space
- PPE programs
- Waste management
- Experience leading audits, investigations, and corrective action programs
- Proven ability to work independently with minimal supervision
REQUIRED EDUCATION
- Bachelor’s degree in Safety, Environmental Science, Industrial Hygiene, Engineering, or related field preferred
ADDITIONAL INFORMATION
- The position may be based in RMS’s Houston, TX facility
- Travel time is expected to be 25 - 40%. Must have a valid driver's license
- This is a full-time position, with a minimum expectation of 40 hours per week. Additional hours, including evenings or weekends, may be required based on project needs.
- This position can be required to participate in the company random or customer specific drug and alcohol screening and background check.
- Ability to act professionally under stressful situations.
- Able to understand, read, write and speak English.
- Ability and willingness to lift objects weighing up to 50 lbs. with assistance and perform physical inspections in shop environment
- Ability to walk, climb, reach above head, and balance.
- Authorized to work in the United States
- RMS Inc. may have government contracts that impose specific requirements on employees working on those projects. If an employee does not meet these requirements, they may be reassigned to a different location or be ineligible to work on certain assignments.
WORK ENVIRONMENT
- While performing the duties of this position, the employee will be regularly exposed to moving mechanical parts. While the work area may be described as generally clean, safe, and "not loud", there will be machining operations that generate moderate noise and metal particles.
