The Facilities Strategy and Capital Programs Manager is responsible for leading the development and execution of long-term facility strategies and capital projects. This role oversees planning for facility maintenance, upgrades, and expansion initiatives, ensuring alignment with organizational goals and operational requirements. Key responsibilities include strategic facilities planning, capital project oversight, budget and resource management, and ensuring compliance with safety and regulatory standards. The ideal candidate will provide leadership in optimizing facility performance while managing investments that support growth and operational efficiency.

Summary

Founded by legendary aircraft designer Burt Rutan, Scaled Composites is a 42-year-old aerospace company continually working to push boundaries, prove out ideas, and influence the future. We are a rapid prototyping and manufacturing facility, designing, building, and testing proof-of-concept and prototype vehicles. We have flown an average of one new aircraft type per year over our 42-year history such as Proteus, GlobalFlyer, SpaceShipOne, Model 401, and Stratolaunch. 

 

Duties/Responsibilities:

  • Optimizing the use of facility space, ensuring efficient allocation of resources and creating a productive work environment with the use of CAD modeling for space planning and layout design.
  • Managing relationships with contractors and service providers, ensuring quality of service and adherence to contractual obligations.
  • Strategic planning for manufacturing footprint to support program execution
  • Strategic planning for manufacturing infrastructure requirements tied to future captures
  • Overseeing capital project execution and strategic initiatives within manufacturing and facility operations
  • Leading cross functional project teams, manage vendors/contractors and ensure the optimization of Scaled infrastructure to support long-term organizational goals.
  • Directly managing facilities staff and supporting strategic manufacturing improvements in collaboration with production/manufacturing and engineering teams.
  • Overseeing the daily facility infrastructure operations of the facility
  • Developing and managing facility operating budgets, cost pool, capital expenditures, and staff
  • Developing and implementing strategic facility plans that leverage resources and achieves an efficient and cost-effective operating model
  • Establishing and maintaining service level agreements, manages and reports space utilization and occupancy
  • Partnering with senior management and business development to plan and manage site requirements
  • Planning and execution of building alterations including major capital projects, delivering on-time & under budget
  • Presenting intelligent building modification options to management with recommendations for alternatives
  • Coordinating with staff on duties, responsibilities, projects, schedules and budgets, with recurring meetings
  • Preparing and presenting status reports to management and site management
  • Facility appearance, building infrastructure equipment operation, site safety, EH&S and OSHA compliance and reporting
  • Ensuring buildings and equipment are maintained with a robust Preventive Maintenance program
  • Ensuring minimal interruption to operations, with zero down time
  • Emergency preparedness

Education & Experience:

  • Bachelor’s degree in Facilities Management, Engineering, Architecture, Construction Management, Business Administration, or a related field required or 7 years of relevant facilities and capital project experience will be considered, provided it includes a strong track record in strategic planning, budget management, and team leadership.
  • Master’s degree or MBA, preferred.
  • 5+ years of progressively responsible experience in facilities management, capital project planning, or construction project management, including at least 3 years in a leadership or strategic planning capacity.
  • Demonstrated experience overseeing large-scale capital programs, managing complex budgets, and coordinating cross-functional teams.
  • Experience in long-term facilities planning, infrastructure lifecycle management, and working within regulatory and safety compliance standards.
  • Background in managing vendor relationships, contract negotiations, and performance metrics, strongly preferred.

  • Ability to independently set priorities and tasking
  • Very strong reading comprehension skills

Essential Functions: 

  • Requires mobility and the ability to bend and reach 
  • May infrequently require lifting, carrying, pushing, and/or pulling materials weighing up to 30 pounds. 
  • Manual dexterity and coordination are required; repetitive hand motion (e.g., to operate computer keyboard) 
  • Vision at close distances and the ability to adjust focus for prolonged periods (i.e., computer screen)
  • Ability to remain sedentary or stationary for prolonged periods of time 
  • Ability to write for extended periods of time 
  • Ability to work in an office setting for prolonged periods of time
  • May be asked to carry up to 20 lbs. up and down a flight of stairs on a regular basis such as files, books, office equipment, etc. 
  • Occasional reaching overhead and lifting up to 15 pounds
  • Ability to converse and communicate information with others
  • Occasional exposure to chemical vapors and/or fumes in low non-hazardous concentration
  • Potential to climb up and down steps on a daily basis
