Job Overview:

ESSENTIAL DUTIES & RESPONSIBILITIES 

General description of main/primary duties and responsibilities of the job, aptitude, level of complexity, span of control, autonomy, decision making and judgement.  It is central and necessary to the satisfactory performance of the job. Includes the following and other duties as assigned.

Under limited supervision, this position will:

  • Coordinate and supervise day-to-day environmental activities of the team engaged in developing, implementing, reporting, and monitoring environmental and regulatory compliance programs. Focus on subset of environmental media, such as air quality, water quality/resources, solid and hazardous waste, or remediation.
  • Work closely with Operations and Safety to achieve environmental compliance and stewardship objectives, and ensure that staff understand and implement Company practices and procedures.
  • Verify current copies of environmental procedures and related forms, regulatory and permit required plans are available, work directly with Operations to address environmental and permit compliance related issues, and confirm proper environmental representation during Operations and other relevant meetings.
  • Serve as liaison with regulatory agency inspectors. Assist and accompany regulatory agencies during agency inspections of Company facilities and secure timely agency field review of project area features.
  • Supervise environmental site reclamation planning and incident response, providing recommendations for reclamation activities and incidents and response activities affecting US Army Corps of Engineers, US Fish and Wildlife Services, State Historic Preservation Office, Clean Water Act Section 404, the Clean Air Act, State Environmental Protection Agencies (WVDEP, ODNR, etc.), and Hazardous and Solid Waste.  
  • Responsible for supervising others and ensuring that direct reports have been given, understand, and comply with Company policies and procedures, and have received proper training in Safety and job functions.
  • Support and train operations personnel, staff, consultants, and contractors in regulatory and permit compliance requirements, including supporting the Environmental & Regulatory Manager in related work as required.
  • Track and record performance metrics from inspections. Certify activities and facility operations are properly conducted in the workplace to assure compliance.
  • Work with Project Managers to manage contractor costs and ensure fiscal responsibility which includes verification that invoiced activities are accurate and complete.
  • Performs other duties as assigned.

 

QUALIFICATIONS

Education, Experience, Licensure (minimum level required)

  • High School Diploma or equivalent.

  • At least eight (8) years of Environmental or Oil & Gas Industry experience.
  • At least five (5) years of progressive, relevant technical and supervisory experience.

 

CORE COMPETENCIES 

List and describe the required factors (i.e. knowledge, skills, abilities, software programs, equipment, competencies), that make it important or needed for this role.  Indicate the level of proficiency/expertise for each when possible.

  • Strong working knowledge of Federal, State, and Local regulations regarding the CWA Section 404 and 401, USACOE, USFWS, SHPO, SPCC, NPDES, Solid and Hazardous waste, and the Clean Air Act.
  • Possess strong knowledge in theories and principles and applies it in creative and effective ways to a broad range of difficult and complex assignments.
  • Ability to represent the organization in providing solutions to difficult issues associated with all projects under area of responsibility.
  • Working knowledge of Microsoft Office Suite including MS Outlook, Excel, Word, etc. and use/operation of standard office equipment.
  • Good verbal and written communication skills with the ability to converse with staff, management, contractors, and operations, using appropriate and effective communication tools and techniques.
  • Self-motivated with ability to be detail-oriented, set priorities, monitor progress towards goals, and track details, data, information, activities, etc.
  • Good time management, project management, and organizational skills to meet set deadlines. Ability to audit, assess and report on programs and consultant/contractor performance.
  • Able to present, demonstrate, teach, or guide others in performance of assigned work.
  • Demonstrate high ethical and professional behavior and decision making when working with others.

 

SAFETY SENSITIVE RELATED

If applicable.  For designation above and field related positions. 

  • Ability to safely operate vehicles, equipment, and tools.
  • Able to recognize and apply safety processes and procedures.
  • Possess valid driver’s license and clean driving record (MVR) that meet Company’s Insurance qualifications to operate Company vehicle.

 

SUPERVISORY RESPONSIBILITIES

This role will have supervisory responsibilities over the Environmental Field Technicians and/or Environmental Specialists.  Supervises two (2) or more Full-Time Employees regularly.  

 

Responsible for regularly making decisions and/or recommendations concerning:

  • Interviewing/hiring and training.
  • Setting or adjusting work hours.
  • Plan, appoint, and direct the work.
  • Appraise performance/productivity and efficiency.
  • Recommend advancement, promotions, or other changes in status.
  • Handle complaints/grievances and disciplinary issues.

 

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  Excludes occasional visitation to the field – reference Travel section.

Both Office and Field Related:

  • Job is performed in both the office and in the field work environment.
  • Approximately 50% in the office and 50% in the field.

 

This position may be subject to:

  • Exposure to computer screens and requires regular use of a computer, keyboard, mouse, and multi-line telephone system.
  • Extreme Cold and Heat: temperatures typically below 32o F or above 100o F for periods of more than one hour. Consideration should be given to the effect of other environmental conditions as wind, rain, snow, and humidity.
  • Hazards: includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to chemicals, combustibles, explosives, etc.

 

HOURS / SHIFTS

  • Regular business hours.
  • Available for responsibilities on weekends and holidays for urgent issues or emergencies during off hours, as needed.

 

PHYSICAL DEMANDS

  • Frequently required to sit, stand, walk, and reach with hands and arms.
  • Minimally lift, push, carry and/or move up to 50 pounds.
  • Minimally be able to bend, stoop, crouch, etc.
  • Minimal amount of traversing through challenging terrain to perform work, evaluate sites and conditions, inspect equipment/assets, etc.

 

TRAVEL

Approximate amount of time: Minimal (under 25%); Regularly (25% - 75%); Frequent (more than 75%).

  • Minimal travel may be required to other locations.
  • Regular travel to Company’s field operations and/or offices. Approximately 50% of time in field.
