Job Overview:

Jacobs is seeking an environmental planner who has intermediate experience and knowledge in environmental permitting and planning processes in accordance with federal, State, and local regulations. Using your experience you’ll support a diverse public and private client base by applying planning techniques, preparing environmental documentation, determining permitting needs, and is able to engage interagency partners/stakeholders and the public in these processes.

In this role, you’ll have knowledge, understanding, and implementation of:


  • Regulatory compliance at the Federal, State, and local levels in Hawaii 
  • National Environmental Policy Act (NEPA) analysis and document preparation
  • Hawaii Environmental Policy Act (HEPA) analysis and document preparation
  • Aquatic and upland permitting requirements
  • Climate change, resilience, and/or coastal planning
  • BS or MS in natural resources (e.g., biology, forestry, geology, environmental studies), social science (economics, political science, public policy), or urban and regional planning
  • 4 plus years’ professional experience as an environmental planner or similar position
  • Experience and/or knowledge of environmental permitting and planning processes
  • Experience in interagency/interdisciplinary coordination
  • Experience with Geographic Information Systems


Desired Qualifications:

  • Proficiency with National Environmental Policy Act (NEPA)
  • Proficiency with Hawaii Environmental Policy Act (HEPA)
  • Transferrable regional and/or nation-wide environmental documentation, impact assessment, and mitigation development 
  • Proficiency with Geographic Information Systems
  • Understanding of Clean Water Act, Hawaii Water Pollution Control Rules (HAR Ch. 11-55), Federal and Hawaii Coastal Zone Management Acts, Federal and Hawaii Endangered Species Acts, and Department of the Army Permits
  • Ability to engage internal and external partners in a planning or permitting process
  • Interest in pursuing task and/or project management
  • Experience with infrastructure (transportation, utility, water) projects
