This position serves as a Program Logistics Manager providing end to end supply chain support which includes logistics, fleet management, and procurement in compliance with the federal acquisition regulations. The purpose of this position is to perform the essential duties and functions as listed below, establishing supply chain governance on the program that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability.

Job Responsibilities:

• Responsible for directing, coordinating and managing the work effort associated with the Mission supply Chain functions. These include, but are not limited to, all elements of the acquisition process, warehouse management, property management including sanitization and disposal of classified equipment, transportation management, logistics management, vehicle management to include oversight of executive drivers, loading dock management, copier maintenance, and audits.
• Responsible for notifying Site logistics GPOCs on significant supply chain events.
• Act as the central point of contact for COTR or GPOCs and manage interfaces with internal Project Management, Construction, Project Controls, Quality, Safety, and Finance teams for supply chain related work
• Responsible for managing both the placing of orders in support of O&M operations and mission logistics operations for all sites stated in this SOW.
• Acquiring goods and services in compliance with the Federal Acquisition Regulations and Mission Solutions Acquisition Manual
• Experience managing logistics and contract management personnel
• Responsible for establishing blanket order agreements and the use of purchase cards.
• Bear ultimate responsibility for the quality of the Project RFP packages and Contract documents
• Responsible for several government audits to include cost incurred audits, Contract Purchasing System Review (CPSR), and Property Material System Audit
• Maintain a working knowledge of Acquisition Manual, FAR and regulatory compliance.
• Experience developing negotiating contract terms and conditions specifically for contracts, construction, professional services on a Lump Sum, Unit Price, and cost reimbursable basis
• Exercise quality control and standardize best practices to ensure consistent performance.
• Provide sufficient information to calculate the costs or service at all sites stated in this SPX.

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications

• 5 years experience managing projects of similar size, scope, and complexity
• Knowledge of process improvement models (e.g., LEAN/Six Sigma, ISO 9000)
• Experience providing high quality customer service
• Experience building and sustaining high performing teams
• Demonstrated experience with end to end supply chain function
• Familiarity with acquisition procedures, property control/management, and related audits
• Experience with government contracts
• Familiarity with 24/7 operational environment
