Position Summary

The Director, Trade Compliance & Government Security is a strategic business enabler responsible for developing, leading, and continuously enhancing Mott Corporation's global trade compliance, government security, and related regulatory compliance programs to support Mott’s continued growth in defense, space, semiconductor, nuclear-energy, and other highly regulated markets. This role is the senior business leader and subject matter expert for export controls, import compliance, industrial security, government contracting compliance, and federal cybersecurity obligations associated with defense, aerospace, semiconductor, space, and other advanced technology markets.

The Director will ensure compliance with the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC) sanctions, U.S. Customs requirements, Facility Clearance (FCL) obligations, and federal cybersecurity standards applicable to contractors handling Controlled Unclassified Information (CUI), including NIST SP 800-171 and Cybersecurity Maturity Model Certification (CMMC), to enable Mott to compete for and perform sensitive government and national-security-related work while protecting critical technologies and customer trust.

This position will serve as the Facility Security Officer (FSO) for the company's Facility Clearance and will partner closely with executive leadership, engineering, operations, cybersecurity, legal, human resources, and government-contracting stakeholders to enable business growth while maintaining appropriate compliance discipline and risk controls.

Key Responsibilities

Strategic Leadership & Governance

• Partner with executive leadership to evaluate and support entry into new regulated markets, government programs, and strategic customer opportunities.
• Develop and execute the strategy, governance structure, roadmap, and operating model for Mott's trade compliance and government security programs.
• Assess trade compliance, security, and government contracting risks associated with partnerships, joint ventures, and new business initiatives.
• Serve as a key stakeholder in strategic planning for defense, space, semiconductor, and nuclear-energy growth initiatives and senior advisor to leadership on the trade compliance, industrial security, government contracting compliance, export-controls and related business risks associated with those initiatives.
• Establish program objectives, controls, metrics, escalation paths, and continuous improvement initiatives aligned with Mott's growth in regulated markets.
• Lead enterprise-level risk assessments, internal reviews, audits, corrective actions, and remediation plans related to trade compliance and security requirements.

Export, Import & Sanctions Compliance

• Oversee compliance with EAR, ITAR, OFAC sanctions, U.S. Customs, anti-boycott rules, export licensing, import requirements, restricted-party screening, and related controls.
• Provide strategic direction and oversight of export jurisdiction and classification determinations for products, software, technical data, and technology licensing strategies, deemed export reviews, technology transfers, technical data controls, and international transactions.
• Develop Technology Control Plans (TCPs) to protect export-controlled technologies and manage deemed export risks and partner with Human Resources, Engineering, and IT to ensure these access controls are properly administered.
• Support customer, supplier, distributor, and transaction due diligence for business involving controlled products, technical data, defense articles, or sensitive technologies.
• Maintain policies, procedures, training, monitoring processes, and recordkeeping practices necessary to support a mature trade compliance program.

Facility Security Officer & Facility Clearance

• Serve as the Facility Security Officer (FSO) and maintain Mott's Facility Clearance (FCL) and act as the primary business liaison with DCSA and other applicable government security authorities.
• Advise business leadership on industrial security risks, emerging regulatory requirements, and opportunities to strengthen Mott’s security posture as the company expands its participation in defense, space, nuclear energy, and other national-security-related markets.
• Administer and continuously improve Mott’s National Industrial Security Program (NISP) compliance program, ensuring adherence to all applicable security requirements associated with maintaining a cleared facility.
• Manage all FCL-related requirements, including personnel security processes and clearance sponsorships, security education, visitor controls, insider threat coordination, reporting obligations, classified information safeguards, and preparation for government inspections.
• Partner with business and functional leaders (e.g. management, engineering, operations, HR, IT, etc.) to ensure cleared work, contract performance, and security requirements are managed with appropriate controls and accountability.
• Maintain readiness for security reviews, assessments, audits, and corrective action plans associated with the company's cleared-facility obligations.

Cybersecurity Compliance & Government Programs

• Act as the business lead for NIST SP 800-171 compliance and CMMC readiness, coordinating with IT, cybersecurity, engineering, operations, legal, and external advisors.
• Support the identification, handling, marking, flow-down, and protection of Controlled Unclassified Information (CUI) and export-controlled technical data.
• Support proposal reviews, contract reviews, representations and certifications, customer inquiries, audits, and flow-down requirements related to federal cybersecurity and government contracting obligations.
• Translate regulatory requirements into practical business processes that allow Mott to compete for and perform regulated government and defense-related work.

Training, Culture & Program Execution

• Build a strong compliance culture through clear guidance, practical training, leadership engagement, and repeatable business processes.
• Lead or support internal investigations and root-cause reviews involving trade compliance, government security, CUI, export-controlled information, or related regulatory concerns.
• Manage outside counsel, consultants, auditors, and other external advisors supporting trade compliance, industrial security, cybersecurity compliance, and government program requirements.
• Monitor regulatory developments and brief leadership on emerging requirements, business impacts, and recommended actions.

Qualifications

• Bachelor's degree required; advanced degree or relevant professional certification preferred.
• 10+ years of progressively responsible experience in trade compliance, export controls, industrial security, government contracting compliance, cybersecurity compliance, or a closely related field.
• Demonstrated experience serving as, or closely supporting, an FSO in an organization that holds or is pursuing a Facility Clearance.
• Deep working knowledge of EAR, ITAR, OFAC sanctions, U.S. Customs requirements, NISP requirements, FCL administration, NIST SP 800-171, CMMC, and CUI protection requirements.
• Experience supporting defense, aerospace, semiconductor, space, advanced manufacturing, or other highly regulated technical markets.
• Experience implementing Technology Control Plans and managing deemed export compliance programs.
• Proven ability to advise senior leaders, influence cross-functional stakeholders, and build compliance programs that are practical, scalable, and business-oriented.
• Strong written and verbal communication skills, sound judgment, project management discipline, and ability to translate complex regulatory requirements into clear operational guidance.
• A current security clearance at the secret level or the ability to reactivate or obtain a secret security clearance to support the FCL program.

Total Rewards

The compensation range for this position is $112,700.00 - $169,100.00, depending on experience. This position may be eligible for performance based bonus plan.
