Director, Procurement and Supply Chain Management

KBR’s Science and Space is seeking a Director, Procurement and Supply Chain Management to lead the Procurement and Supply Chain team. The incumbent will provide direction, expertise, and oversight of staff and will assist with the development and implementation of department/company initiatives. This position will resolve complex contractual and procurement related issues, frequently interact with internal customers, DCMA/DCAA representatives, and suppliers. Decisions made within this role may have significant impacts on program costs, schedule, performance, and purchasing system approval.

Responsibilities/Duties

Primary duties and responsibilities include but are not limited to the following:

  • Responsible for management of the Procurement function, organization, and interface with supervisors, managers, and cross-functional organizations
  • Responsible for directing, controlling, and overseeing the purchasing activities related to the acquisition of supplies and services for internal and external customer in support of mission or company requirements; and in accordance with Government FAR/DFARS regulations and Company policies and procedures.
  • Oversees Supplier/Subcontractor Management System for approved suppliers and evaluations supplier performance. This position ensures Supplier Performance Evaluations are completed and used in the vendor/subcontractor selection process and external reviews in support of DCMA approved purchasing system, Small Business System, ISO 9001, AS9100, NQA1, and other Quality requirements
  • Responsible for ensuring all issues are resolved in accordance with company policies, procedures, customer requirements, and management direction
  • Provides expertise in identifying potential procurement problems or conflicts, analyzing impact/ramifications and resolving issues. Collaborates on the execution of departmental goals with other functional leaders to achieve business objectives
  • Participates with management in continuous improvement and streamlining activities to ensure compliance with government and company policies and procedures
  • Reviews and oversees bid package process and/or development, leads complex or schedule critical procurement negotiations, performs or provides oversight of complex price/cost analysis, serves as leadership interface with suppliers/subcontractors, oversees the analysis and evaluation of proposals, and ensures the final settlement and closeout of purchase orders
  • Prepares and disseminates information, as required to project management and leadership regarding purchase order status, compliance, modification, deviation, negotiation, claims, termination, and closeout
  • Responsible for ensuring DCMA Approval of S&S’ Purchasing System and Small Business Program
  • Performs supervisory responsibilities: hires employees; manages dismissals; conducts performance evaluations; plans and approves salary increases; manages discipline and documentation steps in problem employee situations; establishes department and individual performance goals; and reviews employee’s performance against goals
  • Champions, coaches, and motivates team members and assists in the development and training of site and/or field site personnel
  • Establishes and maintains effective business relationships with internal and external customers and suppliers
  • Participates in the development of Procurement and Small Business Program Training and ensures Procurement, Government Property, and Material employees and team members are properly trained and kept up to date on new requirements.
  • Responsible for performing Compliance and Self-Assessment of both S&S’ Purchasing System & Small Business Program; and elevating these Assessments to Leadership. Responsible for the development and execution of Corrective Action Plans in response to Internal and External Audits or findings/observations
  • Responsible for interfacing with DCMA, other Agencies, and Internal Audit, during review and assessment.
  • Participates in the development or revisions to policies, procedures, and processes; Provides detailed written reports and status reports to project management and leadership
  • Performs all other duties as assigned

Required Qualifications

  • Excellent technical and functional knowledge of purchasing concepts, practices, procedures and regulations, including the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Supplement (DFARS), Public Laws, and Article 2 of the Uniform Commercial Code in a government contracting environment
  • Strong Price/Cost analysis skills
  • Demonstrated experience and strong working knowledge CostPoint/Deltek Procurement module or other similar ERP System
  • Detailed knowledge of market trends and supply sources
  • Persuasive presentation skill, business acumen, quantitative analysis, team player
  • Excellent negotiation skills/techniques and experience
  • Advanced analytical skills and business acumen to make sound management decisions and recommendations
  • Strong problem-solving skills
  • Excellent written and verbal communication skills
  • Demonstrated experience and strong supervisory skills and experience in leading a large team
  • Interpersonal skills, with ability to influence customers
  • Demonstrated initiative with results in dynamic environments
  • Ability to work in highly complex and demand-driven environments
  • Purchasing and Property Certificates such as CPM, CPSM, or others a Plus
  • Top-Secret Clearance or the ability to obtain a Top-Secret Clearance
  • Undergraduate degree and 15+ years of experience, 5 of which should be in management.
