Job Description:

Deputy Project Manager – Holston EDC Project

Parsons is looking for an amazingly talented Project Manager to join our team! In this role, you will assist in the leadership and delivery of a multi-year, complex Design-Build effort at Holston Army Ammunition Plant. The selected candidate will support execution of a major industrial project in a government-owned, contractor-operated environment and will work closely with project leadership, engineering, construction, procurement, subcontractors, and the client to help ensure successful project delivery.

What You'll Be Doing:

  • Provide project leadership and day-to-day management support for a large, complex industrial design-build project, coordinating with project engineers, discipline leads, construction teams, procurement personnel, and subcontractors to achieve project objectives.
  • Support the development and implementation of key project management processes and plans, including the Project Management Plan, health and safety plans, quality requirements, construction execution strategies, and related delivery documentation.
  • Monitor project scope, cost, schedule, and performance metrics to help ensure on-time and within-budget completion, while identifying and addressing conditions that may affect project cost, schedule, or execution.
  • Assist in managing project financial performance, including budgeting, forecasting, change management, subcontractor coordination, and commercial execution.
  • Prepare, track, and regularly present project metrics to upper management, including progress, cost, schedule, forecast, risk, and other key performance indicators.
  • Work with project leadership to define project goals, execution priorities, and action plans, and help develop practical strategies to achieve successful outcomes.
  • Develop and maintain a strong understanding of client objectives, contract requirements, corporate policies, and project delivery expectations.
  • Support design coordination, constructability reviews, procurement planning, construction execution, quality oversight, and stakeholder alignment throughout the project lifecycle.
  • Help ensure project performance meets or exceeds goals established in project plans and contractual commitments.

Required Skills You'll Bring:

  • Bachelor’s degree in engineering or construction.
  • Minimum years of experience in construction.
  • Minimum years of experience serving as a Project Manager on projects valued at or greater in chemical and/or industrial process environments.
  • Proven experience supporting or leading large capital projects with responsibility for scope, cost, schedule, execution planning, and client coordination.
  • Strong financial acumen, including experience with project budgets, forecasting, cost tracking, and project performance reporting.
  • Experience regularly preparing and presenting project metrics to upper management, including budget, schedule, forecast, risk, and overall project health.
  • Demonstrated leadership, communication, and interpersonal skills, with the ability to coordinate effectively across multidisciplinary teams and stakeholder groups.
  • Ability to build and maintain strong client and internal relationships and communicate effectively with leadership, customers, and project teams.
  • Proficiency with project management systems and tools used for scheduling, reporting, documentation, and project controls.
  • Strong problem-solving and decision-making abilities, including the ability to identify project risks, resolve execution issues, and support corrective action planning.

Desired Skills You'll Bring:

  • Experience as an engineering lead, construction lead, or project manager on Government Owned-Contractor Operated facilities.
  • Experience in the design, construction, modernization, or operation of industrial facilities supporting energetic materials, explosives, propellants, or other specialized process systems.
  • Licensed Professional Engineer.
  • PMP or other relevant project management certification.
  • Experience with construction planning and execution, including constructability reviews, design coordination, subcontractor management, and schedule development.
  • Knowledge of industry standards and best practices related to safety, quality, environmental compliance, and construction execution in complex industrial settings.
  • Ability to adapt to changing project requirements, manage competing priorities, and support multiple workstreams in a dynamic project environment.

Strong analytical and strategic planning skills, including experience tracking project financials, supporting proposal or contract development, and evaluating project risks and opportunities

Salary Range: $125,100.00 - $225,200.00
