ASRC Federal Facilities Logistics (AFFL) is the Prime Contractor for the Repair, Operations, Maintenance and Engineering (ROME) Contract supporting the Goddard Space Flight center at their Greenbelt and Wallops Island locations. AFFL is seeking a candidate with experience in Facilities Operations and Maintenance as well as Program Management to serve in a dual role of Operations Manager and Deputy Program Manager of the ROME contract at the Wallops Flight Facility in Wallops Island, VA. NASA’s Wallops Flight Facility provides agile, low-cost flight and launch range services to meet government and commercial sector needs for accessing flight regimes worldwide from the Earth’s surface to the moon and beyond.
Responsibilities:
- Assist the ROME Program Manager in ensuring all Wallops related contract deliverables are met.
- Serve as main point of contact for customers at the Wallops site.
- Serve as the Wallops Operations Manager leading the Project Managers, Supervisors and Union staff.
- Enhance the morale and motivation of O&M personnel. Handle employee concerns in a timely and diplomatic manner.
- Assist supervisors with hiring, training and managing O&M staff.
- Ensure that the O&M staff are tasked efficiently each day and monitor productivity. Identify productivity issues and address in a timely manner.
- Provide training and development opportunities for assigned personnel.
- Conduct periodic reviews policies and procedures to ensure they reflect current contract goals, operating requirements, and the industry's best practices. Ensure staff are kept informed and are compliant with all company and NASA policies and procedures.
- Maintain a positive and collaborative working relationship with the customers.
- Assist the Safety Manager in fostering an environment that encourages Safe working habits and Environmental Stewardship. Ensure employee compliance with company safety programs and policies.
- Assist the Quality Manager in executing the Quality Management plan and maintaining excellence in all aspects of contract execution.
- Analyze performance data to maintain and improve plant, facility and staff performance.
- Identify plant and facility problems and improvement projects and monitor execution of approved projects.
- Perform administrative tasks such as creating monthly reports.
- Oversee the qualification, training, development, and evaluation of operations personnel.
- Make site rounds to verify performance.
