Collins has an opportunity for an experienced professional to be the Deputy Program Manager (DPM) – Battle Management Command and Control (BMC2).

The DPM will have responsibilities that include technical solutions, program execution, customer engagement and growth across air, space, and other domains. Active task orders include program lifecycles from development to sustainment.

The DPM must be able to apply technical knowledge to identify system capability gaps and opportunities for improvement; develop an appropriate technical solution; and document the benefit(s) the customer would realize by implementing the change.

What You Will Do:

Responsibilities include, but are not limited to, financial, schedule, and technical performance
Development and execution of coordinated on-contract growth strategies for air, space and other domains
Support PM in supervising the cost, schedule and technical performance of contractual responsibilities with activities occurring at multiple locations
Work with cross-functional, cross-Mission Area and multi-company teams to translate customer needs and technology trends into cost-effective technical solutions for air, space and cyber domains
Partner with functional leaders to successfully execute and achieve all program milestones
Financial forecasting and planning activities including AOP and EAC reviews
Development and delivery of briefings for customers and senior management
Develops/sustains working relationships with Industry Partners and DoD/other Customers and serves as the contractor Point of Contact when the PM is not available

The DPM will be required to work on-site at Dulles, Virginia site to gain access to closed area spaces and networks.

The individual in this position must be willing and able to travel (U.S. locations), as required (estimated to be 25% of time).

Qualifications You Must Have

Minimum of 8+ years of progressive experience in technical and program leadership
Experience Agile Software Development in a Development Security Ops environment and capability delivery via Continuous Improvement/Development (CI/CD) processes where team members are not co-located. Experience applying Artificial Intelligence/Machine Learning (AI/ML) software capabilities to reduce man in the loop requirements for air, space, and cyber domain applications
Experience developing technical roadmaps for a customer with an initial capability product quickly & defines an architecture that can be expanded to mature and increase the capabilities of the initial deployment. Experience successfully managing schedule, resources, and budgets across a dispersed program team
Active and transferable U.S. government issued DoD TS security clearance is required prior to start date, must be able to obtain/maintain SCI and SAR
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Education, Experience, Skills & Certifications

Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

Qualifications We Prefer

Active DOD TS/SCI clearance with an ability to obtain/retain SAR
Current Raytheon Level 4 PM (or PMP equivalent), EVMS Level 2, and R&O Mgmt certifications or the ability to complete training within 6 months of start
Experience with SW development and integration & test in a cloud-based environment for application in the air, space, and other domains
Managing efforts with substantial subcontractor content
Experience in competitive proposal preparations
Current Raytheon Level 4 PM (or PMP equivalent), EVMS Level 2, and R&O Mgmt certifications or the ability to complete training within 6 months of start

The salary range for this role is 105,000 USD - 221,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
