The Data Management & Data Science (DM&DS) team is a newly formed organization within CAS Engineering with the end to end responsibility to ensure that CAS data assets are managed with integrity and quality prior to consumption by our critical customer facing applications - whether via API’s, analytics and/or data visualizations. Having completed an organization-wide detailed assessment, a 3-year/multi-million dollar roadmap has been approved and funded. As a Data Program Manager on the DM&DS team, you will be responsible for driving critical CAS Strategic Business Unit (SBU) Data initiatives in support of the Digital Transformation of CAS as well as for the cross-SBU Connected Ecosystem. You will be working cross-functionally with other CAS, SBU and Digital Technology (DT) teams on a variety of Data Management & Data Science projects for which you will be driving detailed requirements, design and development, testing, training, and organizational change management activities.

The successful Data Program Manager will enable the team to stay connected to overarching priorities, emphasizing the needs of the customer, managing diverse portfolio of initiatives, and enabling team member engagement and productivity. This position initiates, plans and manages medium-large programs, prepares progress reports, recommends solutions for program problems, manages vendors and contractors, and supports SOW / contract negotiations. This is an ideal role for anyone who enjoys working with data; working on solutions at the cutting edge of our company and industry; and/or interested in a Value Stream or Leadership role in CAS or any other or DT in the future.

Primary Responsibilities:

  • Lead data management and data science initiatives to support achievement of CAS Digital Transformation and cross-SBU Connected Ecosystem strategic initiative.

  • Connect our stakeholders to “the why” through a strong sense of storytelling across the data management change journey and all touchpoints.

  • Develop, evolve & drive Data Domain roadmap for Connected Ecosystem solutions that align with SBU market channels

  • Support business plans to garner additional investment, where needed, for new data offerings and growth objectives.

  • Understand customer needs and competitive environment and work closely with Product Line Managers to identify key CAS/Collins datasets and data domains; initiate, solution, plan and prioritize data projects using Collins Management System Gates 1 & 2

  • Plan the realization of business benefit so that the success of each project can be measured retrospectively.

  • Work with CAS and DT senior engineers, architects and data governance personnel to develop data solutions to meet customer (and internal Collins) needs efficiently. Translate these solutions to providing engineering requirements, priorities, budget allocations and approvals via CMS Gate 3 & 4 artifacts and presentations

  • Actively participate in resource allocation and tool selection discussions and prioritization. Look for alternatives within and outside Collins to accelerate project deliverables including supporting the negotiation of vendor contract and contract changes.

  • Manage all phases of programs from inception through completion. Accountable for project performance and success in terms of requirements traceability, derivable quality and timeliness metrics and KPI, risk/issue management, schedule and budgets.

  • Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing governance rules or contractual specifications.

  • Act as primary contact for project activities, leading project review sessions with customer to discuss costs, schedule and technical performance. Maintain project documentation in accordance with ISO guidelines.

  • Fully oversee all financial aspects, including monthly EAC cost analysis, adjusting spend plans, performing earned value analysis as needed

  • Serve as liaison between leadership and other parties involved. Work with little supervision and provide program status reviews to senior leadership and all stakeholders for all active projects in the portfolio.

  • Build and maintain strong and extensive working relationships effective working relationships with counterparts in other Business / Shared Services Units and Digital Technology organization to ensure continuous program alignment with broader technology and business plans.

  • Adhere and contribute to lean objectives, project management methods, standards, processes, tools and templates to ensure consistency and communication across programs.

Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

Basic Qualifications:

  • Bachelor’s degree and 5 years of prior relevant experience OR

  • Advanced Degree in a related field and minimum 3 years of experience OR

  • In absence of a degree, 9 years of relevant experience is required

  • Engineering/Other Technical Positions: Bachelor’s degree (typically in Science, Technology, Engineering or Mathematics (STEM)) and a minimum of 5 years of prior relevant experience unless prohibited by local laws/regulations.

  • US Citizen or Green Card Holder

Required Skills:

  • Candidates for this role should possess a University degree and a minimum of 5 years of prior relevant experience or an Advanced degree in a related field and minimum 3 years of prior relevant experience. In the absence of a University degree candidates should possess a minimum of 9 years prior experience in a related field

  • Demonstrated program management, communication, and leadership skills on small to medium project initiatives

  • Highly collaborative team player with demonstrated ability to be flexible, diplomatic, persistent and energetic. Comfortable with ambiguity, open to change, working in a fast-paced and fluid environment. Able to navigate and be successful in both “start-up” and established, larger company environments.

  • Proficiency in project and program management concepts, methodologies, practices, and technologies.

  • Presentation skills, including ability to present to leadership groups across the organization.

  • Strong time management and organizational skills with the ability to effectively manage competing priorities.

  • Proven track record of taking plans to execution.

Preferred Qualifications:

  • Prior Data Management, Data Governance and/or Data Analytics knowledge and experience

  • Technical/engineering and tools knowledge and experience around Data Management, Data Governance, Data Analytics and/or Data Products

  • Aerospace knowledge and experience - specifically Airports or Airlines/Business Aviation

  • Familiarity with CAS and/or broader Collins Aerospace products and services

  • Working knowledge of Collins Management System

  • Strategic thinking and business planning ability
