Jacobs is seeking an experienced Capital Improvements Program (CIP) Manager to manage the Street Rehabilitation, Construction Management, and ROW Permitting services at the City of Centennial project. The responsibilities of this position include, but are not limited to, developing a multi-year pavement rehabilitation and preservation program; providing oversight of the construction management service provided for client projects; providing oversight of the  application and enforcement of the City right-of-way (ROW) regulations and permitting program; and directing staff in the completion of the duties and responsibilities of the division. 

Essential Duties and Responsibilities
•    Manages the Pavement Management Program to prioritize streets for the annual and multi-year street rehabilitation program based on the funding level established by the City, including the annual concrete replacement program associated with mill and overlay projects and updating ramps to ADA standards.
•    Manages the delivery and use of materials, tools, and equipment by contractor’s performing street rehabilitation services in accordance with the current specifications provided by the City of Centennial, Colorado Department of Transportation (CDOT) and Metropolitan Government Pavement Engineers Council (MGPEC).
•    Prepares reports of progress and requirements for labor, material, machinery, and equipment; prepares “dashboards” to provide a snapshot for project budget and schedule; and reports this information to various stakeholders (Mayor, City staff, Director, and citizens).
•    Manages the performance of contractors, vendors, engineers, and others to monitor and coordinate all phases of the construction project.
•    Prepares contract documents, including but not limited to bid schedules, specifications, notice to proceed, change orders, pay applications, certificate of substantial completion, and certificate of final completion.
•    Oversees the ROW Permit Program and Regulations, under the management of the ROW Permit Coordinator, including, but not limited to, interpreting and applying the regulations, issuing ROW permits, and mitigating issues identified between permit requirements and contractor.
•    Oversees the Construction Management Program (CMP), under the management of the Construction Management Coordinator, for Public Works (generally transportation related) and Community Development (generally parks and open space related) projects, including, but not limited to, reviewing/interpreting construction plans, preparing procurement documents (IFB/RFP), inspecting work, generating and approving pay applications, scheduling QA testing, and coordinating public notices/information.
•    Maintains an awareness of new trends in the field of street maintenance and rehabilitation to incorporate new pavement management trends and developments, as appropriate. 
•    Develops and implements long and short-term plans, goals, and objectives for the division 
•    Assists the Program Director in developing and administering the budget for the division and monitors expenditures to ensure compliance with approved budget
•    Serves as the division liaison for with other client divisions, departments, and outside agencies and/or entities.
•    Performs other duties as assigned.

Here's What You'll Have:
 
•    10 to 15 years’ experience with at least five (5) years in the public sector in street rehabilitation, construction and maintenance, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
•    Excellent verbal and written communication skills
•    Proficient in all Microsoft Office applications
•    Strong interpersonal relationship skills with the ability to establish and maintain cooperative and effective working relationships with other employees, government officials, contractors, suppliers, and the general public
•    Must possess and maintain a current driver’s license
•    Must be capable of personally driving a company vehicle in the performance of the duties contained herein

Ideally You'll Also Have:

•    Bachelor’s degree in Civil Engineering, Transportation, or related field (not required)
•    PE license (not required)

The employee will perform most duties in a combination of outside work and an office environment. The position requires the employee to perform duties at a job site; at times working alone and at times working very closely with others. The employee may be subject to all types of weather and temperature conditions and various types of surfaces, including slippery or uneven surfaces.  Employee must be able to move or carry objects or materials and must be able to exert up to 75 pounds of force occasionally and up to twenty pounds of force frequently.  Physical demand requirements are at levels of those for active work.
