We currently have an exciting opportunity for a Marine Time Strategic Programs Director to join our team located in Patuxent River, MD.

This position reports to the Vice Presidents of Strategic Development and Programs and is responsible for the planning, budgeting, and scheduling as well as the management and coordination of all operational aspects for an organization to ensure business and financial objectives are attained. Translates business opportunities and priorities into implementable actions to achieve strategic goals.  Identifies and assesses high level operational issues and consults with all levels of senior management to negotiate and develop solutions which meet planning schedules, quality objectives, and policies and procedures of the organization. Determines customer requirements and translates these requirements into organizational plans. Typically accomplishes objectives through subordinate management. Serve as the Facility Security Officer.

DUTIES AND RESPONSIBILITIES:
  • Oversee the testing of launch and recovery systems at test sites along with the coordination of General Atomics, Carrier Aircraft Force Support Unit (CAFSU) and shipyard activities while maintaining the highest standards of safe operations.
  • Oversee and support General Atomics activities in direct support of operational fleet needs.
  • Support new domestic business growth initiatives as assigned and serve as liaison between program management /strategic development activities and customers.
  • Maintains, develops, and updates a variety of electronic and/or hard copy reports and records which may be confidential and sensitive in nature for a variety of parties, which may require independent interaction with management, customers, vendors, or agencies.
  • As the FSO, responds to a variety of inquiries using a knowledge of the National Industrial Security Program (NISP, 32 CFR Part 117 NISPOM Rule, COMSEC) and an understanding of established policies, procedures, and practices for safeguarding National Security Information.
  • Establish and act as a liaison with government agencies, especially the Defense Counterintelligence and Security Agency (DCSA); external customers, contractors, employees, and managers. Coordinate with government agencies to obtain rulings, interpretations, and acceptable deviations for compliance with regulations. Administer and coordinate all aspects of security activities at the Patuxent River office in accordance with company policies and procedures to ensure compliance with federal security regulations, directives, and manuals for safeguarding National Security Information
  • Serve as liaison between program/project management, project teams and administrative service departments on matters of high importance.
  • Oversee the development and management of operational plans, budgets, and schedules as well as oversee and direct the coordination of all operational aspects for an organization.
  • Lead efforts to develop and improve operations through efficient and effective integrated processes, implementing common management processes/services to use organizational resources efficiently and effectively.
  • Oversee development and management of operating procedures that are aligned with the strategic business and administrative objectives of the organization.
  • Conduct operational reviews of cost and service structures, productivity measures and delivery methods to achieve planned targets.
  • Oversee the recruitment, retention, and development of human resources to ensure the availability of the required management and professional talent needed to meet business objectives and organizational requirements.
  • Maintain strict confidentiality of sensitive information.
  • Performs other duties as assigned or required.

Job Qualifications

  • Typically requires a Bachelor's or Master's in business administration, finance, or a related field, along with fifteen or more years of progressive marketing/program/security experience with at least nine of the years managing those operations in an engineering or scientific environment. May substitute equivalent experience in lieu of education.
  • Ability to obtain and maintain a DoD Security Clearance Top Secret (TS) is required.
  • Has experience with DOD processes and procedures or an equivalent regulatory environment and/or military training.  Understands the NISP, 32 CFR Part 117 NISPOM Rule and a knowledge of established policies, procedures, and practices for safeguarding National Security Information.
  • Completion of FSO Program Management for Possessing Facilities and COMSEC courses is a plus.
  • Working knowledge of National Industrial Security System (NISS), Defense Information System for Security (DISS), and Electronic Questionnaires for Investigations Processing (e-QIP).
  • Strong leadership, communications, presentation, and interpersonal skills are also required as well as the ability to interpret and explain unusually complex operational issues.
