Parsons is seeking a cleared Big Data Platform (BDP) Product Owner to join our team of Cyber & Intelligence professionals supporting the United States Marine Corp Cyber (MARFORCYBER). You'll assist MARFORCYBER with their BDP efforts, engineering projects that will develop and implement next-generation IT tools, systems, and capabilities to help revolution the cyber battlefield and ensure the superiority of our cyber forces over our adversaries. You'll coordinate with external entities, work with engineers to ensure ample support, work with developers to build and modify the required software, support testers to ensure the mission effect is achieved, and utilize your technical expertise throughout the entire process to ensure everything is accomplished in a sound and secure manner.
Evaluate, develop, and deliver technical input to the defensive cyber systems and processes
Develop technical documentation, system architecture, and system design documentation
Interact with the Government regarding Systems Engineering technical considerations and for associated problems, issues, or conflicts
Oversee the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility
Communicate with other program personnel, Government overseers, and senior executives
Guide system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans
Analyze complex information and independently takes appropriate actions to resolve problems
Provide engineering guidance to technical staff and establish effective working relationships with other Government agencies and mission partners
Deliver briefings on complex topics to groups, which may include high-level decision makers
Work complex research projects as senior contributors and as part of an integrated research team
Design and deliver solutions, especially utilizing new technologies like cloud computing, etc.
Will participate in the full lifecycle of Business Development, including proposal support, staffing, opportunity identification, bid / no-bid analysis, RFI / Market Responses, etc.
Minimum of 18 years’ experience in DoD cyber, agile development, and/or big data. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
B.A. in Business, a technical field, or related. Educational requirements may be adjusted for applicable work experience.
Must have prior government or military experience with any of the following organizations: USCYBERCOM, DISA, Army Cyber (ARCYBER), Air Force Cyber (AFCYBER), 10TH Fleet / Navy Cyber (FLTCYBER) or MARFORCYBER.
Experience directly managing complex technical projects and or programs.
A current Secret level security clearance is required and therefore all candidates must be a U.S. Citizen.
Preferred / Desired Skills:
Exposure to Cloud/AWS
Active DOD 8140/DOD 8570 Baseline Certification
A problem solver who can get in, be given a project, and use engineering skills to determine a solution
Knowledge of DoD Architecture Framework (DODAF)
Able to build systems from the ground up – network architecture/systems engineering
Security clearance - Top Secret SCI w/Polygraph
Location: Columbia MD and Annapolis Junction, MD (Customer Site – NBP 304)
