Job Overview:

We are currently looking for a Project Engineering Associate Director to join our team in Rockville, MD. The Project Engineering Associate Director is responsible for management of the site capital program. This will include managing the overall project portfolio as well as individual projects as applicable. This role ensures appropriate managing, tracking, reporting of all capital related items. Leads the ranking, prioritization, and selection of capital opportunities to ensure resources are allocated in accordance with site and corporate business objectives. Owner of annual Capital reinvestment budget and portfolio. Provides project execution leadershi0p for GXP and non-GXP capital projects. Responsible for facility master planning, and insuring capital investment supports the strategically supports the business objectives of the site.


  • Responsible for delivery of the site capital projects portfolio in accordance with GSK’s policies and procedures.
  • Provide management and tracking of the capital portfolio to ensure business objectives are achieved.
  • Manage individual capital projects in the various business areas (process, facilities, utilities, automation, infrastructure)
    • -Demonstrate good project management skills (schedule, cost, communications) and coordinate outside and internal resources to execute projects in a timely and cost-effective manner
    • -Responsible for creating and maintaining facility master planning and support documents.
  • Leads the effort to identify, prioritize, and recommend capital opportunities to site leadership.
  • Manage group of Project Engineers and Project Managers to execute small capital projects.
    • -Execute facility related projects
    • -Execute GXP and non-GXP Utility capital projects
    • -Execute GXP capital process improvement projects.
  • Overall accountability for annual capital expense budget to ensure commitments are being met.
  • Ensure projects are completed in compliance with applicable standards, policies, and regulations (Global Engineering Standards, GSK policies, cGMP and other regulatory requirements).
  • Provide guidance to project managers to promote consistency and alignment with capital policies/procedures. Single POC (point of contact) for external Architectural and Engineering consulting firms.

Basic Qualifications:

We are looking for professionals with these required skills to achieve our goals:

  • BS Degree in Engineering
  • 5+ years of capital project experience
  • 5+ years of GMP design experience

Preferred Qualifications:

If you have the following characteristics, it would be a plus:

  • Project management knowledge
  • Operational and capital budgeting experience
  • Understanding of the requirements of a Pharma/regulated environment.
  • Broad knowledge of the engineering professional environment and associated disciplines /skills.
  • Relevant previous experience of managing diverse project teams in a dynamic manufacturing environment
  • Good understanding across multiple functions
  • Good understanding of business processes.
  • Strong planning and program management skills
  • Effective organization, communication, presentation and influencing Skills
  • Ability to read structural, mechanical, electrical schematics and P&IDs
