Raytheon Technologies is currently seeking a Program Manager within the Communications and IT (CIT) program area. The PM will be responsible for capture and execution duties for the Apex and Apex 2 Programs. Responsibilities include financial, schedule, technical performance, and management for the current program and emerging opportunities. Duties include multidisciplinary team leadership, strategy development, internal and external program reviews, market shaping and program development through direct customer engagement, proposal preparation, supplier management, and program management status reporting. The PM will produce proposals for ECPs and on-contract growth to capture efforts out-of-scope to the program baseline. The PM will define program tasking/milestones and monitor adherence to program budgets, plans, and schedules. The PM must provide independent program leadership in alignment with organizational goals to ensure that our contractual commitments and technology maturation expectations are met while demonstrating an ‘Enterprise Collaboration’ perspective to providing cost-effective solutions. The PM will act as primary Raytheon management and customer contact on status and technical performance, and must anticipate and fulfill customer needs to ensure customer satisfaction. The PM will direct the performance of program task elements such as engineering, operations, supply chain, quality, contracts, finance, and administrative functions in the execution of required gate reviews and financial activities as well as program execution. This position requires extensive customer knowledge, understanding of business development/capture processes and procedures and presentation preparation and presentation.

Required Skills:

• Minimum 12 years of applicable experience within Program or Capture Management related to Satellite Ground Systems including Command and Control, Mission Management, Ground Entry Points, and Communications Networking
• Excellent verbal and written communication skills, including negotiation skills to communicate program status, issues and resolution plans across all major stakeholders including internal senior management, customers and major subcontractors
• Proven experience with business and project management tools and procedures (e.g. IPDS, EVMS, IMP/IMS, Risk Management, Financial Forecasts and EAC)
• Must be highly organized and be an effective leader, communicator, decision maker and able to inspire teams to meet program objectives
• Experience establishing and maintaining good working relationships with all levels of the organization, including Government customer, IPT leadership, and support organizations
• Work collaboratively with matrixed organization to ensure the program is properly staffed at all phases of the program with personnel that have the right skill sets and company values
• Experience as Program Manager for contracts in excess of $50M per year. Program Management Level 3 Certification or similar, or ability to obtain associated certification within 1 year
• Must be willing and able to travel, as required
• Must have an existing and active TSSCI clearance.

Desired Skills:

• Previous experience with Classified Satellite Communications markets
• Experience managing all phases of system development from IMS definition, cost baselining, and requirements decomposition through Software Development, Requirements Verification, and External Interface validation
• Earned Value certification or ability to obtain associated certification
• Experience in BD organization and processes, Capture Management Experience and experience leading or supporting proposal development efforts, to include BOE generation
• Qualified applicants will be subject to security investigation and must meet minimum qualification for access to classified information.

Required Education: Bachelor’s degree in a science, technology, engineering or mathematics field or Business Management required. No less than 12 years relevant experience.

Requires expert knowledge of multiple work areas typically obtained through advanced education combined with experience.

Expert knowledge of market with the ability to identify best practices and how to best utilize within RTX.

Typically requires:

A University Degree or equivalent experience and minimum 12 years prior relevant experience, or

An Advanced Degree in a related field and minimum 10 years experience

The salary range for this role is $129,000.00 to $265,000.00; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, education/training, and key skills.
