The Associate Director, Functional Service Provider Operations (AD, FSP Ops) drives specific strategy for FSP outsourcing activities in support of the Director of Global FSP Operations by interfacing and providing guidance to functional and enabling business leadership, operational teams, support groups and service providers for the successful contracting and execution of such services, while ensuring compliance with legal / human resource / regulatory standards, ethical practices, BMS outsourcing and procurement policies and procedures.


  • Provide oversight to contracts, and change management process for FSP services with the global preferred FSP partners, using relevant outsourcing/procurement processes and tools (eg: Ariba)
  • Manage the FSP service forecasting budget & cost estimate tool (by business unit, region and country), and share on a monthly basis with key stakeholders
  • Estimate the service needs strategy working with key stakeholders (Finance, GDO Bus Operations, business unit Senior Management)
  • Provide oversight to the review of services per business unit and region/country with each FSP partner
    on a monthly basis, ensuring alignment with BMS internal tracking tools
  • Drive efficient and effective operational or strategic projects and analyses in support of FSP Operations
  • Provide FSP perspective and ensure proactive consideration of impact to FSP Operations for BMS processes and requirements, and facilitate change management with partners for associated process revisions
  • Oversee FSP workshops to engage BMS and CRO Points of Contacts on a regular basis to review observations, opportunities and lessons learned, to contribute to enhance overall strategy
  • Manage FSP KPI catalogs and develop and manage metrics related to performance per service type (by business unit, and global / region / country levels), working closely with FSP partners and stakeholders
  • Provide subject matter expertise on FSP services, standards and outsourcing processes, and training to clinical and functional leads (and internal enabling partners)
  • Provide oversight and guidance to clinical and functional leads in relation to BMS (legal / human resource / regulatory) standards, ethical practices, BMS outsourcing and procurement policies and procedures and adherence to relevant laws and regulations
  • Manage and ensure adequate resolution to any service issue (e.g., quality and/or functional performance), and properly escalate issues when warranted
  • Proactively identify opportunities to enhance the operating model
  • Represent FSP Operations at governance meetings (forums) as appropriate with service providers and other functional leads (e.g., quarterly global or regional operational meetings)
  • Support the development of the FSP model and strategy for new services/regions, working closely with relevant Business Unit and Global Procurement (SS&P)
  • Provide support on audits / inspection requests where services are outsourced
  • Provide support to and/or lead assigned process improvement initiative / continuous improvement

Degree Requirements

BA or BS Degree in a clinical or scientific discipline required (advanced degree a plus).

Experience Requirements

Minimum 10+ years of Clinical Development experience is required.

Key Competency Requirements

  • Strong Project Management and Stakeholder Management skills
  • Ability to review contracts and negotiate contracts preferred
  • First-hand experience of working directly with FSP providers, Contract Service Providers (CSPs), investigators, customers, opinion leaders and/or professional staff as well as broad exposure to the pharmaceutical industry
  • Demonstrated ability to effectively communicate to a diverse audience at multiple levels within the company
  • Demonstrated ability of managing and working with cross-functional / global cross-country people/teams in a complex, changing environment
