Job Objective:
The SCADA Manager is responsible for the strategic leadership, operational reliability, and regulatory compliance of SCADA systems across midstream field operations. This role oversees the architecture, deployment, and lifecycle management of control and communication infrastructure, ensuring alignment with operational goals, PHMSA standards, and cybersecurity protocols.
Essential Job Responsibilities:
- Provide strategic leadership and oversight for the architecture, implementation, and lifecycle management of SCADA systems across all field operations.
- Develop and enforce SCADA standards, policies, and best practices that ensure data integrity, cybersecurity, system reliability, and regulatory compliance.
- Direct the design and optimization of control logic for pipeline, pump, and compressor operations, with a focus on safety, efficiency, and automation scalability.
- Ensure SCADA operations meet PHMSA, API, and internal regulatory standards by partnering with Compliance and the Control Center on system governance and audit preparedness.
- Oversee the design and deployment of consistent alarming strategies, communication logic, and integration methodologies across operational assets.
- Lead the planning, budgeting, and execution of SCADA and communication infrastructure upgrades, including vendor selection, contract management, and capital forecasting.
- Manage and monitor SCADA communications networks; identify risks and lead initiatives to improve performance, reliability, and scalability.
- Act as the primary liaison between SCADA, Engineering, IT, Operations, and third-party vendors to ensure seamless integration of new systems and technologies.
- Direct all vendor engagements and third-party implementations related to SCADA platforms, ensuring quality assurance and contractual compliance.
- Build, lead, and mentor a high-performing team of SCADA Engineers and Technicians, providing development plans, performance feedback, and leadership during 24/7 operational demands.
- Establish and oversee after-hours support schedules, ensuring adequate technical coverage and operational continuity.
- Lead investigations into critical SCADA or automation failures; drive root cause analysis and enterprise-level corrective action planning.
- Own the documentation lifecycle for SCADA systems, including configuration change tracking, audit trails, and compliance documentation.
- Partner with senior leadership to align SCADA strategy with capital project planning, long-term infrastructure investments, and organizational objectives.
- Represent the SCADA function in enterprise planning meetings, audits, risk reviews, and cross-functional operational leadership forums.
- Perform other duties as assigned by executive management in support of system reliability, regulatory alignment, and operational excellence.

Qualifications:
- Twelve (12) years minimum of oil/gas pipeline control experience, or closely related experience.
- Ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials, and the public.
- Ability to complete multiple, diverse tasks of differing priorities.
- Develop and maintain a positive working relationship with staff and foster team environment
- The ability to effectively communicate with others, in both written and verbal communications
- Ability to operate SCADA or other engineering control loops preferred
- Prior Supervisory experience preferred.
- Good administrative and organizational skills.
- Proficiency in the use and application of the following software: Microsoft Office (Excel, Word & Outlook)
Education Requirements, Certifications, Licenses, and Registrations:
- Associate or bachelor’s degree in industrial Automation, Electronics Engineering, Computer Science, or related field preferred or 10+ years of SCADA and automation experience in lieu of a degree.
